Abstract
Penelitian ini membahas tentang Pilihan Rasional masyarakat Desa Botolabang yang bekerja dalam bidang produksi minuman beralkohol jenis arak yang memilih untuk bertahan meskipun harus melanggar Perda No. 9 Tahun 2016 yang mengatur tentang pengendalian, pengawasan, peredaran dan penjualan minuman beralkohol di Kabupaten Tuban. Penelitian ini menggunakan teori Pilihan Rasional dari James Coleman yang digunakan untuk menganalisis tindakan dan pilihan rasional para produsen yang masih melakukan pelanggaran atas diberlakukannya Perda No. 9 Tahun 2016 di Kabupaten Tuban. Metode penelitian yang digunakan yaitu kualitatif deskriptif dengan tekhnik pengambilan data seperti observasi, wawancara, dokumentasi. Sedangkan untuk pemilihan informan yaitu dengan menggunakan purposive, yaitu informan kunci, informan utama dan informan tambahan. Hasil penelitian ini menunjukkan bahwa masyarakat Desa Botolabang yang berprofesi sebagai produsen arak, mereka memilih untuk bertahan meskipun dengan adanya perda. Hal itu terjadi karena berbagai faktor pilihan yang ada dalam pilihan mereka, seperti memilih untuk melanjutkan produksi karena tidak mau menganggur, berusaha mengurangi tingkat resiko kegagalan jika bekerja pada bidang kerja yang baru, adanya faktor usia yang sudah tidak produktif, kurangnya keterampilan kerja jika beralih bidang kerja yang lain, adanya strategi produksi baru untuk bertahan, melimpahnya dari segi bahan baku dan jaringan pemasaran yang masih terjaga dengan baik. Selain itu, respon dari pihak pemerintah juga tidak terlalu memperhatikan solusi alternatif bagi para mantan produsen arak dalam beralih kerja, sehingga sampai saat ini pun masih banyak para produsen arak yang memilih untuk tetap memproduksi arak, karena melihat dari segi keuntungan sudah jelas dan pasti bagus daripada sektor pekerjaan yang lain dan sudah membuat produsen nyaman dengan kondisi ekonomi tersebut.
English Abstract
This study discusses the Rational Choice of the Botolabang Village community working in the production of arak alcoholic beverages who chose to survive despite having to violate Regulation No. 9 of 2016 which regulates the control, supervision, circulation and sale of alcoholic beverages in Tuban Regency. This study uses the Rational Choice theory from James Coleman which is used to analyze the rational actions and choices of producers who are still violating the enactment of Perda No. 9 of 2016 in Tuban Regency. The research method used is descriptive qualitative with data collection techniques such as observation, interviews, documentation. Whereas for the selection of informants namely by using purposive, namely key informants, main informants and additional informants. The results of this study indicate that the community of Botolabang Village who work as producers of arak, they chose to survive despite the existence of local regulations. This happens because of the various choices in their choices, such as choosing to continue production because they do not want to be unemployed, trying to reduce the level of risk of failure if they work in a new field of work, the existence of age factors that are unproductive, lack of job skills when switching fields other work, the existence of new production strategies to survive, the abundance in terms of raw materials and marketing networks that are still well maintained. In addition, the response from the government did not pay too much attention to alternative solutions for ex-producers of arak in changing jobs, so that even today there are still many arak producers who choose to continue producing arak, because seeing in terms of profit is clear and certainly good than other employment sectors and have made producers comfortable with these economic conditions
