Abstract

Gerakan Sosial muncul dalam sebuah negara disebabkan oleh adanya diskriminasi atau perlakuan tidak adil terhadap kelompok, kaum, etnis minoritas tertentu. Gerakan Sosial menjadi sorotan internasional ketika permasalah yang terjadi melibatkan campur tangan asing. Okinawa, salah satu wilayah di Jepang yang memiliki kepasitas pangkalan militer Amerika Serikat yang sangat besar sejak akhir Perang Dunia II hingga saat ini. Namun, selain menjadi pusat keberadaan pangkalan militer Amerika Serikat, Okinawa juga disebut sebagai “The Galapagos of the East” dikarenakan keindahan dan warisan alam melimpah dengan keanekaragaman flora dan fauna langka. Adanya proyek pemindahan MCAS Futenma ke Henoko sebagai solusi dari kasus kriminalitas tahun 1995 sebagai dampak keberadaan pangkalan militer Amerika Serikat di Okinawa, telah membangkitkan amarah penduduk Okinawa untuk bersama menolak proyek pembangunan pangkalan militer AS pengganti di Henoko yang merupakan rumah bagi dugong dan ribuan biota laut yang dilindungi. Hal inilah yang kemudian memunculkan semangat “All-Okinawa” untuk bergabung demi kesejahteraan penduduk Okinawa yang telah lama diabaikan oleh Pemerintah Jepang. Permasalah Okinawa terkait proyek relokasi Henoko bukan hanya sekedar permasalah Domestik, namun juga permasalah internasional.

English Abstract

Social Movement arises in a country caused by discrimination or unfair treatment to certain groups, peoples, or ethnic minorities. The Social Movement became the international spotlight when the problems when involved foreign interference. Okinawa, one of the prefectures (area) in Japan that has huge capacity of U.S. Military Bases since the end of World War II to the present day. However, in addition to being central of U.S. Military Bases existence, Okinawa also known or referred to as “The Galapagos of the East” because of its beauty and abundant natural heritage with the diversity of rare flora and fauna. The project of moving/relocate U.S. Military Marines Corps MCAS Futenma to Henoko is was as a solution to the 1995 criminal cases (1995 rape incident) as a result of the U.S. Military Bases existence in Okinawa, which raised anger of the Okinawans who the jointly together to reject the construction of U.S Military Base repleacement in Henoko which is also the home of rare mamals, Dugong, and thousands unidentifications rare marines species that is also protected by Japan and International. This matter then led to the spirit of “All-Okinawa” to joint for the welfare of Okinawa residents who have long neglected by the Government of Japan. The Okinawa Problem that relating to the relocation project of Henoko is not just merely Domestic issues but also an international problem.
