Abstract
Penelitian ini dilakukan untuk mengetahui, mendeskripsikan, dan menganalisis implementasi program perekaman KTP Elektronik pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Blitar serta mengidentifikasi faktor pendukung dan faktor penghambat dalam implementasi program tersebut. Hal yang dirasa sangat penting oleh penulis dalam memberikan dokumen kependudukan kepada masyarakat didalam proses implementasi program perekaman KTP Elektronik. Sesuai dengan tujuan penelitian yang telah ditetapkan, maka jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Dalam pengumpulan data, peneliti menggunakan teknik wawancara dan dokumentasi. Berdasarkan fenomena yang terjadi, peneliti menggunakan teori implementasi program yang berasal dari teori Charles O. Jones yang terdiri atas tiga tahap kegiatan dalam menganalisis implementasi program perekaman KTP Elektronik, tahap tersebut diantaranya adalah tahap interpretasi (terdiri atas sosialisasi internal dan sosialisasi eksternal), tahap pengorganisasian (terdiri atas actor yang terlibat, standar prosedur operasi, sumber daya, penetapan manajemen pelaksana program serta penetapan jadwal) dan tahap aplikasi (sikap para pelaksana dalam menjalankan program dan policy output). Dalam implementasi program perekaman KTP Elektronik juga terdapat faktor pendukung dan penghambat yang dapat berpengaruh terhadap keberhasilan program dalam mencapai tujuan yang telah ditetapkan. Program perekaman KTP (Kartu Tanda Penduduk) Elektronik adalah sebuah langkah awal menuju proses pembuatan KTP-el yang mana berbasiskan teknologi informasi yang bersifat efektif, efisien, cepat dan gratis. Hal tersebut merujuk pada pasal 63 ayat 1 UU 24 tahun 2012 menyatakan bahwa penduduk warga Indonesia dan Orang Asing yang memiliki izin tinggal tetap yang telah berumur 17 (tujuh belas) tahun atau telah kawin atau pernah kawin wajib memiliki KTP-el. Dalam hal ini adalah Dinas Kependudukan dan Pencatatan Sipil Kabupaten Blitar sebagai koordinator utama dalam menjalankan pelayanan pada bidang administrasi kependudukan diikuti oleh 22 kecamatan yang ada pada Kabupaten Blitar. Berdasarkan hasil penelitian yang telah dilakukan, dapat diketahui masih adanya kekurangan dalam implementasi program perekaman KTP Elektronik. Meskipun demikian, implementasi program tersebut tetap berjalan dan tidak pernah terjadi permasalahan yang serius hingga mengakibatkan implementasi program perekaman menjadi terhenti.
English Abstract
This study was conducted to determine, describe and analyze the implementation of the Electronic Identity Card recording program at the Department of Population and Civil Registration Blitar and to identify factors supporting and inhibiting factors in the implementation of the program. Things considered very important by the author in giving citizenship documents to the public in the process of implementation of the Electronic Identity Card recording program. In accordance with the purpose of the research that has been set, then this type of study is a descriptive study with qualitative approach. In collecting the data, researchers use interviewing techniques and documentation. Based on the phenomenon that occurs, researchers used the theory of program implementation are derived from the theories of Charles O. Jones consisting of three stages in analyzing the implementation of program activities Electronic Identity Card recording, the stage of which is the stage of interpretation (consisting of socialization internal and external dissemination), the stage of organizing (comprised of actors involved, standard operating procedures, resources, determination and the determination of executive management program schedule) and the stage of the application (the attitude of the executive in implementing programs and policy output). Recording program ID (Identity Card) Electronics is aa first step towards the process of making KTP-el in which based on information technology that is effective, efficient, fast and free. It refers to article 63 paragraph 1 of Law 24 of 2012 states that the citizens of Indonesia and Foreigners who have permanent residence permits that have been aged 17 (seventeen) years or have been married or never married are required to have ID card-el. In this case the Department of Population and Civil Registration Blitar as the main coordinator in running services in the field of population administration followed by 22 districts in Blitar.
