Abstract
Perkembangnya era digital sekarang ini membuat informasi semakin berkembang dengan cepat hal ini menyebabkan fenomena menjamurnya budayabudaya asing di Indonesia sehingga membuat budaya daerah/ nasional menjadi semakin terkikis. Perpustakaan sebagai media penyedia informasi harus mampu menjalankan tugasnya sebagai agen kultural yaitu tempat melestarikan budaya bangsa. Koleksi Muatan lokal (local content) adalah salah satu warisan kebudayaan yang ada diperpustakaan yang harus terus dilestarikan. Pelestarian koleksi muatan lokal (local content) ini dilakukan dengan maksud agar koleksi terhindar dari dari kerusakan bentuk fisik dan kandungan informasi tetap terjaga. Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur merupakan perpustakaan yang telah melaksanakan kegiatan pelestarian koleksi muatan lokal (local content) tersebut, yaitu dengan cara pelestarian bentuk fisik dan pelestarian dalam bentuk informasi. Tujuan dari penelitian ini yaitu untuk mendeskripsikan strategi pelestarian koleksi muatan lokal (local cotent) yang dilakukan oleh Dinas Perpustakaan dan Kerasiapan Provinsi Jawa Timur serta mendiskripsikan faktor pedorong dan penghambat yang dihadapi. Penelitian ini menggunakan jenis penelitian deskripsif dengan pendekatan kualitatif. Fokus penelitian ini mengacu pada strategi pelestarian koleksi muatan lokal (local cotent) berupa kebijakan, teknik pelestarian koleksi tercetak, teknik pelestarian koleksi non-tercetak dan faktor pendorong dan faktor penghambat. Strategi pelestarian koleksi muatan lokal (local content) pada Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur yaitu dengan kebijakan, pelestarian tercetak, dan pelestarian non-tercetak. Kebijakan yang diterapkan berupa penerapan layanan tertutup pada koleksi muatan lokal (local content), teknik pelestarian koleksi tercetak yaitu dengan perawatan, perbaikan koleksi serta dilakukannya fumigasi. Sedangkan teknik pelestarian koleksi non-tercetak yaitu mengalihmediakan koleksi kedalam bentuk e-book dan artikel. Selain itu ada juga faktor pendukung seperti ruangan dan sarana dan prasana, dan faktor penghambat seperti anggaran dan sumber daya manusia dalam pelaksanaan Strategi pelestarian koleksi muatan lokal (local content) tersebut.
English Abstract
The development of digital era recently make information growth fastly this makes the phenomenon of proliferation of foreign culture in Indonesian and makes local culture disappear. The library as a media provider an information must be doing his job as a agen culture that is the place of preserving nation's culture. Local content collection is a one of culture heritage in the library and must be preserved. The preservation of local content collection this doing for so that the collection be spared from physical damage and content information stay awake. Library and Archive Office of East Java Province is a library that has been implemented local content preservation activities, that is by the preservation physical form and preservation in the form of information. The purpose of this research is an to description strategy of presevartion local content which doing by the Library and Archive Office of East Java Province and describe booster factor and resistor encountered. This research uses descriptive research type with a qualitative approach. The focus of this research refers to preservation strategy of local content collection be in the form of a policy, preservation printed collection techniques, preservation non-printed collection techniques and supporting factors and inhibiting factors. Library strategi in preserve local content collection in Library and Archive Office of East Java Province namely with policy, preservation printed and preservation non-printed. The policy applied be in the form of implemented closed service in local content collection, the preservation collection printed techniques with take care, collection repair and do fumigation. While the preservation techniques non-printed collection is a switch to provide collection in the form of ebook and article. Besides that there are supporting factor like the room and facilities and infrastucture,and inhibiting factors such as budgedting and human resources in implementation of preservation strategy for local content collection.
