Abstract
Penelitian ini bertujuan untuk menganalisis penggunaan lahan untuk mengoptimalkan produksi padi, kesempatan kerja, dan pendapatan petani, serta optimalisasi tingkat ketercapaian ketiga tujuan tersebut secara bersama-sama. Metode sampling yang digunakan adalah sampling purposif, dimana penentuan respoden dipilih dari petani yang memiliki lahan 0,5 Ha. Setiap unit lahan jumlah responden yang dipilih sebanyak 18 responden, sehingga total responden dari 62 unit lahan adalah 1.116 responden. Program LINDO yang digunakan untuk menganalisis penggunaan lahan dalam studi ini. Hasil penelitian menunjukkan bahwa dari sisi produksi padi belum mencapai titik optimal, artinya jumlah produksi masih dapat ditingkatkan melalui; usaha tani yang lebih modern, penerapan teknologi, dan pengelolaan pasca panen yang lebih baik. Dari sisi tenaga kerja, hasil penelitian menunjukkan bahwa adanya tingkat sensitivitas yang kecil, hal tersebut menunjukkan bahwa tambahan tenaga kerja akan memberikan tambahan produksi yang lebih kecil. Sedangkan dari pendapatan petani, penelitian ini menemukan masih bisa ditingkatkan selaras dengan peningkatan produksi, stabilitas harga produk pertanian, dan kebijakan pemerintah yang mendukung kemajuan sektor pertanian. Implikasi hasil penelitian adalah adanya tingkat kejenuhan pada penyerapan tenaga kerja di sektor pertanian, khususnya pertanian tanaman pangan. Kondisi tersebut memberikan peringatan bagi pemerintah bahwa sektor pertanian tidak dapat diharapkan sebagai penopang penyediaan lapangan tenaga kerja. Beberapa kebijakan yang dapat dilakukan, antara lain; sektor pertanian perlu dilakukan modernisasi, dalam artinya perlu adanya sentuhan teknologi mulai dari pembibitan, usaha tani (pemuliaan tanaman), dan pengolahan hasil pertanian, perlu penguatan kelembagaan mulai dari hulu hingga hilir melalui penerapan sistem agroindustri, dan perlu penguatan keterkaitan dengan sektor lain, terutama sektor yang mendukung kemajuan sektor pertanian.
English Abstract
This study aims to analyze the land use to optimize rice production, employment, and income of farmers, as well as optimization of the three levels of achievement of these goals together. Sampling method used was purposive sampling, where the determination of respondents was selected from a farmer who had 0.5 ha of land. A Total of 18 respondents were selected for each unit land. This has generated 1,116 respondents were from 62 units.. LINDO program was used to analyze the land use in this study. The results showed that in rice production has not reached the optimal point, meaning that the amount of production can still be improved: a more modern farming, technology implementation, and post-harvest management are better. In terms of labor, the results indicated a small sensitivity level, and it showed that the additional labor will produce a smaller production. In addition, the income of farmers could still be improved in line with increase in production, stability of prices of agricultural products, and government policies that support the advancement of the agricultural sector. The implications of the results is that there is degree of saturation in the absorption of labor in the agricultural sector, particularly food crops. These conditions provide a warning to the government that the agricultural sector can not be expected as the support of labor employment. Some policies that could be done, are among others; the modernization of the agricultural sector needs to be done, the means necessary to touch technologies ranging from breeding, farming (plant breeding), and processing of agricultural, institutional strengthening needs from upstream to downstream through the application of agro-industry, and the need to strengthen linkages with other sectors, especially sectors that support the advancement of the agricultural sector.
