Abstract
Penelitian ini bertujuan untuk: Mengkaji tingkat efisiensi teknis pengelolaan Sekolah Menengah Pertama Negeri dan Sekolah Menengah Pertama Swasta dan mengkaji variabel input output yang menyebabkan ketidak efisiensi teknis pengelolaan Sekolah Menengah Pertama Negeri dan Sekolah Menengah Pertama Swasta. Penelitian ini menggunakan pendekatan kuantitatif dengan metode Data Envelopment Analysis (DEA). Data yang digunakan bersumber dari anggaran periode 2009/2010-2011/2012 pada 31 SMP di Kota Mataram. Hasil penelitian menunjukkan bahwa: Tahun 2009/2010 semua SMP di Kota Mataram mencapai skore efisiensi maksimum. Namun pada tahun 2010/2011- 2011/2012 skor efisiensinya turun, karena terjadi peningkatan input lebih besar daripada peningkatan output -nya. SMP swasta lebih efisien daripada SMP Negeri. Input variable penelitian yang mempunyai kontribusi dominan penyebab pencapaian score efficiency tidak maksimal secara berurutan adalah: Biaya pembinaan, pemantauan, pengawasan dan pelaporan per murid, biaya rumah tangga sekolah per murid, jumlah komputer per murid, kesra per murid, biaya pembinaan professional per murid, jumlah tenaga non pendidikan per murid. Sedangkan v ariable output -nya adalah rata-rata prestasi akademik. Kesesuaian hasil analisa DEA dengan realita, sangat tergantung pada penentuan variable penelitian.
English Abstract
This research aims at: Assessing technical efficiency level of management of public junior high school and private junior high school and assessing input output variable which leads to technique inefficiency of management of Public Junior High School and Private Junior High School. This research uses a quantitative approach to the method of Data Envelopment Analysis (DEA). The data used are sourced from the budget period 2009/2010-2011/2012 at 31 Junior High School in the city of Mataram. The results of the research indicated that 31 Junior High Schools in Mataram attained maximum efficiency score in 2009/2010. But in 2010/2011-2011/2012 down efficiency scores, because an increase in the input is greater than the increase in output. The mean score of efficiency of Private Junior High Schools was bigger than that of Public Junior High Schools. The input variables of the research that have contributed dominant cause of not-maximally attained efficiency score in order are: The costs of developing, monitoring, controlling and reporting per student, the cost of school household per student, the number of computers per student,.the welfare per student, the cost of professional developing, the number of non-education staff per student. While the output variable is the mean of academic achievement. Suitability of DEA analysis results with reality, is highly dependent on the determination of the research variables.
