Abstract

Pasar global untuk kayu dan produk berbasis kayu berubah dengan cepat. Industri ini telah lama berjuang untuk mengatasi masalah pembalakan liar juga impor kayu ilegal, yang selama ini merusak beragam jenis hutan dan menciptakan kerugian ekonomi. Dalam menangani permasalahan tersebut Komisi Uni Eropa membentuk European Union Forest Law Enforcement and Governance and Trade (EUFLEGT) yang bertujuan untuk mengurangi pembalakan liar, mendukung hutan lestari dan memperbaiki sistem hukum hutan. Melalui peraturan-peraturan yang dibentuk oleh EUFLEGT negara-negara anggotanya dapat mengimplementasikan peraturan tersebut pada negaranya untuk mencegah adanya kayu tak berlisensi atau ilegal. Namun, meskipun dengan adanya peraturan-peraturan tersebut, masih telihat adanya kayu beresiko tinggi akan ilegal di negara-negara Uni Eropa khususnya Inggris yang notabene adalah salah satu negara yang ikut mencetuskan pembetukan EUFLEGT. Karenanya, penulis tertarik untuk mengetahui efektivitas dari rezim EUFLEGT di Inggris selama periode 2013-2015. Konsep yang digunakan penulis adalah efektivitas rezim milik Arild Underdal, yang terdiri dari variabel-variabel seperti problem malignancy, problem-solving capacity, dan level of collaboration.

English Abstract

The global market for wood and wood-based products is changing rapidly. This industry has long struggled to overcome the problem of illegal logging as well as the import of illegal timber, which so far has damaged various types of forests and created economic losses. In dealing with these problems, the European Union Commission established the European Union Forest Law Enforcement and Governance and Trade (EUFLEGT) which aims to reduce illegal logging, support sustainable forests and improve the forest legal system. Through regulations established by EUFLEGT, member states can implement the regulation in their countries to prevent unlicensed timber or illegal timber. However, despite the existence of these regulations, there is still a high risk of illegal timber in European Union countries, especially the United Kingdom, which in fact is one of the countries that participated the establishment of EUFLEGT. Therefore, the authors are interested in knowing the effectiveness of the EUFLEGT regime in UK in the period of 2013- 2015. The concept the author used is the effectiveness of the Arild Underdal regime, which consists of variables such as problem malignancy, problem-solving capacity, and level of collaboration.
