Abstract

Saat ini kebutuhan gula di Indonesia sangat besar sampai total produksi gula masih belum mencukupi kebutuhan gula secara keseluruhan. Selain itu, aliran bahan pada rantai pasok menentukan kualitas produk gula sehingga membuat persaingan bisnis gula menjadi ketat. Permasalahan pada penelitian ini dapat dilihat dari setiap aktivitas rantai pasok pada masing-masing pelaku saling berhubungan antara satu dengan lainnya, sehingga setiap risiko yang terdapat pada satu pelaku akan mempengaruhi aktivitas pelaku rantai pasok lain. Tujuan penelitian ini yaitu untuk mengetahui faktor-faktor dan variabel risiko yang mempengaruhi produksi gula pada setiap pelaku rantai pasok, mengetahui dampak dari risiko yang dihadapi pelaku rantai pasok terhadap produksi gula, dan mengetahui urutan prioritas yang diperoleh dalam evaluasi risiko yang dilakukan secara bersama-sama, untuk meminimasi risiko rantai pasok selama proses produksi berlangsung. Metode penelitian yang digunakan yaitu metode failure mode and effect analysis (FMEA) dan metode analytical hierarchy process (AHP) dengan pemilihan informan yang terdiri dari 2 informan petani tebu, 2 informan karyawan PG Ngadiredjo, dan 4 informan pedagang gula. Berdasarkan hasil penelitian strategi mitigasi risiko dilakukan dengan mencari solusi sebanyak tiga strategi untuk setiap risiko yang terjadi pada pelaku rantai pasok, dengan pemilihan tiga risiko dengan ranking teratas. Pada petani tebu rakyat faktor yang dimitigasi adalah pada sektor bahan baku dengan strategi memanfaatkan ampas tebu dari pabrik sebagai cadangan pupuk. Pada PG Ngadiredjo faktor yang dimitigasi adalah pada sektor produk dengan strategi memperbaiki komunikasi dengan petani tebu mitra. Pada pedagang gula faktor yang dimitigasi adalah pengemasan ulang dengan strategi memperbaiki sistem pemeliharaan produk. Setiap strategi mitigasi merupakan langkah yang dapat digunakan untuk solusi mengatasi risiko-risiko pada setiap pelaku rantai pasok.

English Abstract

Now days, sugar demand in Indonesia is very large until the total production not sufficient for the whole sugar needing. In addition, the flow of materials in supply chain determines the quality of sugar products, which makes the business competition of sugar become tight. The problems in this study can be seen from each supply chain activities in each actors, because the risk on one actor will affect the activity of other supply chain actors. The purpose of this research is to determine the factors and risk variables that affect the sugar production in each supply chain actor, the impact of risks that have been faced by supply chain actors on sugar production, and the order of priorities to minimize the risk of supply chain during the process. The methods that used in this study are failure mode and effect analysis (FMEA) and analytical hierarchy process (AHP), with informant selection consisting of 2 informants from the farmer, 2 informants from employees of PG Ngadiredjo, and 4 informants from sugar saler. Based on the results of the research, risk mitigation strategies are done by looking for solutions as much as three strategies for each risk that occurs in the supply chain actors, with the selection of three risks from the top ranking. In sugarcane farmers, the mitigated factor is in the raw material sector with a strategy to utilize bagasse from factory as fertilizer reserve. In PG Ngadiredjo the mitigated factor is in the product sector with a strategy to improve communication with sugarcane farmers as partners. In sugar saler the mitigated factor is repackaging with a strategy to improve maintenance system of the product. Each strategy is a step that can be used to solve the risks in each supply chain actors.
