Abstract
Penelitian ini bertujuan untuk mengungkap makna anggaran oleh eksekutif dan legislatif pada pemerintah daerah dan mengungkap realitas yang ada di balik penafsiran tersebut. Paradigma yang digunakan pada penelitian ini adalah interpretif dengan menggunakan metode penelitian Semiotika Barthesian. Semiotika Barthesian menekankan hubungan antara tanda dengan pengalaman individu dan budaya penggunanya. Hasil penelitian mengungkapkan bahwa anggaran pada pemerintah daerah tidak hanya dimaknai sebagai sebuah perencanaan yang diwujudkan dalam satuan moneter. Anggaran juga dapat dimaknai sebagai hasil kesepakatan antara eksekutif dan legislatif (amin). Penyusunan, pelaksanaan, dan pelaporan Anggaran harus mentaati peraturan dan perundang-undangan yang berlaku (aman). Anggaran digunakan untuk memenuhi kepentingan eksekutif dan legislatif (uman). Pada tataran mitos anggaran diidentikkan sebagai upaya untuk menyejahterakan masyarakat dan penyerapan anggaran sebagai indikator keberhasilan kinerja eksekutif.
English Abstract
This study aims to reveal the meaning of the budget by the executive and legislative to local government and reveal the reality behind the interpretation. The paradigm used in this research is interpretive by using Barthesian Semiotics research method. Semiotics Barthesian emphasizes the relationship between the sign with the individual experience and the culture of its users. The results revealed that the budget on local government is not only interpreted as a plan embodied in monetary units. The budget can also be interpreted as a result of agreement between the executive and the legislature (amin). The preparation, implementation, and reporting of the Budget shall comply with applicable laws and regulations (secure). Budgets are used to meet executive and legislative interests (uman). At the level of budget myth is identified as an effort to improve the welfare of society and budget absorption as an indicator of the success of executive performance.
