Abstract
Pada skripsi ini dilatar belakangi bahwa Berdasarkan Dalam menyelenggarakan pemerintahan Desa berdasarkan undang-undang Nomor 6 Tahun 2014 tentang Desa, Kepala Desa selaku Kepala Pemerintahan Desa mempunyai tugas meliputi penyelenggaraan pemerintah, pelaksanaan pembangunan, pembinaan kemasyarakatan, dan pemberdayaan masyarakat. hal tersebut merupakan salah satu wujud cita-cita bangsa Indonesia yang berada dalam pembukaan undang-undang Dasar Republik Indonesia tahun 1945 yaitu untuk mewujudkan kesejahteraan Bersama. Dengan adanya tugas Kepala Desa tersebut diharapkan Pemerintah Desa atau Kepala Desa sebagai Kepala dari Pemerintahan desa sebagai pihak yang melaksanakan Tugas tersebut tersebut mampu memberikan perubahan terhadap kesejahteraan hidup masyarakat Desa baik melalui kebijakan-kebijakan pemerintah Desa sebagai langkah untuk menyejahterakan setiap individu masyarakat yang ada di Desa tersebut. Namun kenyataannya Tugas Kepala Desa di Desa Talun masih banyak kendala dalam pelaksanaannya sehingga belum bisa optimal. Berdasarkan hal tersebut diatas, penulis mengangkat rumusan masalah yaitu, bagaimana pelaksanaan Optimalisasi Tugas Kepala Desa berdasarkan pasal 26 Ayat (1) Undang-Undang Nomor 6 Tahun 2014 Tentang Desa, di Desa Talun Kecamatan Rejoso Kabupaten Nganjuk dan apa Faktor penghambat dari pelaksanaan Optimalisasi Tugas Kepala Desa Di Desa Talun Kecamatan Rejoso Kabupaten Nganjuk. Penelitian ini menggunakan metode yuridis empiris, metode yang digunakan adalah yuridis sosiologis. Hasil dari penelitian menunjukkan bahwa Pelaksanaan optimalisasi Tugas Kepala Desa belum bisa dilaksanakan dengan xvii optimal sesuai dengan Rencana Kerja Pemerintahan Desa Talun yang sudah di susun untuk jangka waktu satu tahunan, adanya beberapa kendala yang menyebabkan tidak optimalnya Tugas Kepala Desa, adanya faktor penghambat internal dan eksternal yang menyebabkan tidak optimalnya Tugas Kepala Desa di Desa Talun Kecamatan Rejoso Kabupaten Nganjuk. Upaya untuk mengoptimalkan tugas Kepala Desa yaitu dengan cara Memberikan bimbingan teknik dan kesempatan kepada Pemerintahan Desa untuk mendapatkan pelatihan dan sosialisasi secara rutin tentang tata cara penyusunan laporan pertanggungjawaban keuangan sesuai dengan undang-undang tentang Desa dan Menambah pegawai yang berkompeten di bidang penyusunan pelaporan pertanggungjawaban keuangan desa agar bisa membantu dalam hal penyusunan pelaporan pertanggungjawaban, serta Pemerintahan Desa Talun akan mengadakan sosialisasi kepada masyarakat Desa terkait pentingnya pemahaman program pembinaan dan pemberdayaan masyarakat Desa.
English Abstract
In this thesis based on the fact that Based on the Village government, based on Law No. 6 of 2014 on Village, Village Head as Head of Village Government has duties include the implementation of government, development implementation, community development, and community empowerment. it is one manifestation of the ideals of the Indonesian people who are in the opening of the Constitution of the Republic of Indonesia in 1945 is to realize the welfare of Together. With the task of the Village Head is expected Village Government or Village Head as the Head of the Village Government as the party carrying out the task is able to provide changes to the welfare of the village community either through the policies of the village government as a step to welfare every individual community in the village the. But in reality the Village Head Task in Talun Village is still a lot of obstacles in the implementation so it can not be optimal. Based on the above matters, the authors raised the problem formulation that is, how the implementation of the Task of Head of Village Optimization based on Article 26 Paragraph (1) Law Number 6 Year 2014 About the Village, Talun Village Rejoso District Nganjuk District and what Factor inhibiting the implementation of Task Chief Optimalization Village In Talun Village District Rejoso Nganjuk. This research uses empirical juridical method, the method used is sociological juridical. The results of the research indicate that the implementation of the optimization of Village Head Task has not been implemented optimally in accordance with the Working Plan of Talun Village Government which has been compiled for a period of one year, there are some obstacles that cause not optimal Village Head Task, the presence of internal and external inhibiting factors causing not optimal Tugas Village Head in the Village xix Talun District Rejoso Nganjuk. Efforts to optimize the Village Head's job by providing technical guidance and opportunities to the Village Government to receive regular training and socialization on the procedures for the preparation of financial accountability reports in accordance with the law on the Village and Adding competent employees in the field of reporting of village financial accountability in order to assist in the preparation of accountability reporting, as well as Talun Village Government will hold socialization to the village community regarding the importance of understanding the program of fostering and empowering the village community.
