Abstract
Kebakaran Hutan dan Lahan yang terjadi pada tahun 2015 di Kabupaten Pulang Pisau menyebabkan kerusakan lahan gambut yang cukup parah, dalam rangka memulihkan kembali kerusakan lahan tersebut Presiden membentuk Badan Restorasi Gambut yang berdasarkan Peraturan Presiden Nomor 1 Tahun 2016 tentang Badan Restorasi Gambut. Kabupaten Pulang Pisau merupakan daerah yang daerah prioritas pelaksanaan resorasi gambut. Atas dasar hal itu penelitian ini bertujuan untuk mengetahui bagaimana implementasi restorasi lahan gambut yang dilaksanakan di Kabupaten Pulang Pisau. Hal yang menarik dalam penelitian ini yaitu luas lahan gambut di Kabupaten Pulang Pisau yang mencapai 60 Persen dari luas daerah menjadi alasan pentingnya restorasi gambut di daerah ini. Serta terbentuknya badan tersendiri dalam mengurusi restorasi lahan gambut yaitu Badan Restorasi Gambut menjadi hal menarik juga karena selam ini tidak ada badan yang secara pasti mengurusi lahan gambut. Metode penelitian yang digunakan adalah penelitian Kualitatif dengan pendekatan deskriptif. Pengumpulan data dalam penelitian ini menggunakan teknik wawancara, observasi dan dokumentasi. Penelitian ini menggunakan teori implementasi oleh Merille S. Grindle yang menjadi tolak ukur. Dari hasil analisa, ditunjukkan bahwa implementasi program restorasi gambut dilihat dari yang telah dilaksanakan terjadi perubahan dalam pengelolaan lahan gambut dengan lebih melibatkan banyak pihak. Implementasi restorasi lahan gambut di Kabupaten Pulang Pisau dilaksanakan oleh Badan Restorasi Gambut bekerjasama dengan pemerintah daerah, lembaga swadaya, perguruan tinggi, dan masyarakat, dengan strategi yang dilakukan dengan metode pembasahan dengan pembuatan sumur bor dan sekat kanal, penanaman kembali, dan pemberdayaan masyarakat dengan memberikan alternatif mata pencaharian baru bagi masyarakat. Badan Restorasi Gambut sebagai kekuasaan tertinggi menjalin koordinasi dengan berbagai instansi untuk menjalankan strategi yang telah direncanakan serta melakukan pengawasan dan pemantauan secara terpadu guna memperlancar kegiatan restorasi gambut di Kabupaten Pulang Pisau.
English Abstract
Forest fires that occurred in 2015 in the District Pulang Pisau cause damage to peatlands are quite severe, in order to restore the land damage Peat Restoration Board President established that pursuant to Presidential Decree Number 1 of 2016 on the Agency for Restoration of Peat. Pulang Pisau District is an area of priority areas of peat restoration implementation. On the basis of this study aims to find out how the implementation of peatland restoration carried out in Pulang Pisau. The interesting thing in this research area of peatlands in the District Pulang Pisau that reached 60 percent of the area of the reason for the importance of the restoration of peatland in this area. And the formation of a separate entity in charge of peatland restoration that Peat Restoration Agency becomes interesting as well as the sub was no agency that is certainly taking care of peatlands. The method used is a qualitative research with descriptive approach. Collecting data in this study using the technique of interview, observation and documentation. This study uses the theory of implementation by Merille S. Grindle providing a barometer. From the analysis, demonstrated that the implementation of the restoration program peat views of which have been implemented changes in peatland management by involving many parties. Implementation of peatland restoration in the District Pulang Pisau carried out by the Peatland Restoration in cooperation with local governments, NGOs, with a strategy carried out by rewetting methods with drilling wells and the canal bulkhead, replanting, and empowering communities by providing new livelihood alternatives to communities. Agency restoration of Peat as the supreme power of the weaves of coordination with various agencies to run the planned strategies as well as conducting surveillance and monitoring are integrated in order topeat restoration activities are expedited in the Pulang Pisau Regency.
