English Abstract
In this final report based on the background of Local Regulation of Trenggalek Regency Number 29 Year 2016 about Arrangement and Development of People Market, Shopping Center and Supermarket, Article 5 paragraph (3) stated that “Shopping Center and Networked Supermarket only can be founded by Cooperative”. While Transitory Stipulation of article 27 paragraph (2) stated that “Shopping Center and Networked Modern Shop either company owned outlet or franchised that have IUPP and / or IUTM, given time to adapt with the Local Regulation at least 5 (five) years. But up to now, no networkedsupermarket in Trenggalek founded by Cooperatives. Based on the matter above, the writer bring problem formulation that is, why article 5 paragraph (3) Local Regulation of Trenggalek Regency Number 29 Year 2016 about Arrangement and Development of People Market and Shopping Center and Supermarket up to know not implemented yet what is the solution can be done by Capital Investment Agency and Integrated Service of Trenggalek Regency. The research used juridical empirical method, method used is juridical sociological method. The research done at the Capital Investment Agency and Integrated Service of Trenggalek Regency. The results showed that there is unclear regulation about the Local Regulation. Regent Regulation as the support of the local regulation is not exist yet.
