English Abstract
This research is aimed to find out the implementation of Article 35 Paragraph (1) letter c on the regulation of the head of Indonesian National Police Number 9 Year 2012 on Driver License. Article 35 Paragraph (1) letter c regulates characteristic requirement especially related to physical condition of a person in terms of the approval of driver license. However, in reality, Article 35 Paragraph ( 1) letter c of the Regulation of the Head of Indonesian National Police Number 9 Year 2012 on Driver License for Disabled People in Malang, characteristic requirement regarding physical condition for the candidate disabled holders of driver license type D in Malang is not yet implemented accordingly due to several factors, one of which is physical characteristic requirement for disabled people is not yet regulated. So far the implementation is simply adjusted to what is seen in the field. This research is categorized as empirical with socio-juridical approach to directly obtain data from research field related to Article 35 Paragraph (1) letter c of the Regulation of the Head of Indonesian National Police Number 9 Year 2012 on Driver License for Disabled People in Malang city. Data collection was conducted by directly obtaining data from the field through interview with Traffic Police Unit members of Malang city. Data was analyzed by using descriptive-qualitative method, jotted down into well-organized, chronological, logical and effective sentences. From the research result, it can be concluded that the implementation of Article 35 Paragraph (1) letter c of the Regulation of the Head of Indonesian National Police Number 9 Year 2012 on Driver License for Disabled People in terms of characteristic requirement to hold driver license for disabled people is not yet well implemented due to several factors.
