Abstract
Pembangunan nasional merupakan perwujudan dari upaya mencapai masyarakat yang adil dan makmur yang merata baik secara material maupun imaterial. Salah satu titik beratnya diletakkan di bidang ekonomi, yang merupakan faktor penting dalam pembangunan nasional dengan cara saling memperkuat,saling gotong royong. Perkembangan perekonomian saat ini sangat cepat dan dinamis terutama di dalam dunia usaha tidak terkecuali koperasi dan usaha kecil menengah. Pengembangan Usaha Kecil Menengah (UKM) di Indonesia merupakan salah satu prioritas dalam pembangunan dan ketahanan perekonomian nasional. Permasalahan UKM yang sedang berkembang saat ini yaitu banyaknya UKM yang tidak sehat, tidak adanya legalitas, dan masalah pemasaran produk. Untuk mengatasi masalah UKM tersebut dibutuhkan strategi yang baik dari Pemerintah Daerah Kota Malang melalui Dinas Koperasi dan Usaha Mikro Kota Malang. Strategi yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kota Malang kurang optimal, maka perlu adanya analisis strategi Dinas Koperasi dan Usaha Mikro Kota Malang dalam mengembangkan UKM berbasis teknologi informasi. Tujuan penelitian ini adalah untuk Mengetahui, mendiskripsikan, dan menganalisis strategi pemerintah daerah dalam mengembangkan UKM yang berbasis teknologi informasi; Mengetahui, mendeskripsikan, menganalisis tantangan strategi pemerintah daerah dalam mengembangkan UKM yang berbasis teknologi informasi; Mengetahui, mendeskripsikan, menganalisis rekayasa teknologi di dalam mengoptimalisasikan strategi pemerintah daerah di dalam mengembangkan UKM. Penelitian ini menggunakan jenis penelitian dengan metode deskriptif kualitatif. Teknik pengumpulan data menggunakan teknik viii observasi, wawancara, dan dokumentasi. Fokus penelitian ini adalah strategi agresif, strategi konserpatif, strategi kompetitif, strategi difensif, strategi diversifikasi, dan strategi preventif; tantangan internal dan tantangan eksternal; serta rekayasa teknologi dalam mengoptimalkan strategi tersebut. Analisis data yang digunakan adalah analisis data Miles, Huberman dan Saldana dan model teoritik alternatif yang berupa Inter-layer dan Multi-layer Analysis (Sarwono, 2008). Hasil Penelitian ini menunjukkan strategi yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kota Malang yaitu strategi agresif, strategi konserpatif, strategi kompetitif, strategi divensif, strategi preventif, dan strategi inovatif sudah dijalankan dengan baik. Sedangkan strategi diversifikasi belum dijalankan oleh Dinas Koperasi dan Usaha Mikro Kota Malang. Tantangan Strategi Pemerintah Daerah dalam Mengembangkan Usaha Kecil dan Menengah Berbasis Teknologi dan Informasi di Kota Malang meliputi tantangan internal yaitu sumber daya dalam bidang teknologi kurang dan sulitnya modal, tantangan eksternal yaitu pengetahuan masyarakat terhadap teknologi informasi kurang dan responsifitas pelaku UKM. Rekayasa teknologi yang dilakukan Dinas Koperasi dan Usaha Mikro Kota Malang yaitu E-UKM. Dinas Koperasi dan Usaha Mikro Kota Malang perlu mengadakan sosialisasi, pembinaan, pelatihan-pelatihan yang lebih instensif lagi sehingga dapat meningkatkan kualitas SDM di dalam bidang teknologi dan informasi, dan dapat menjalankan dengan optimal media online tersebut sebagai salah satu sumber pendapatan dan target pasar. Dinas Koperasi dan Usaha Mikro Kota Malang perlu melakukan pengoptimalan dalam strategi agresif, agar memiliki sumber-sumber permodalan dari berbagai sumber, salah satunya sponsor yang dapat meningkatkan dan menguatkan permodalan di dalam pelaksanaan strategi dan menunjang kegiatan permodalan para pelaku UKM.
English Abstract
National development is a manifestation of efforts to achieve a just and prosperous society that is evenly distributed both materially and immaterial. One of the emphasis is placed on economics, which is an important factor in national development by mutually strengthening and cooperating. Moreover, the current economic development is very fast and dynamic, including cooperatives and small and medium enterprises. Thus, development of Small and Medium Enterprises (SMEs) in Indonesia is one of the priorities in the development and resilience of the national economy. However, the current problems of SMEs are numerous unhealthy SMEs, lack of legality, and product marketing problem. To overcome those problems, the local government of Malang are required to have a good strategy through the Office of Cooperatives and Micro Enterprises. Strategies that is now being undertaken by the Office of Cooperatives and Micro Enterprises Malang city is currently not working optimally, thus it is necessary to analyze the strategy of Department of Cooperatives and Micro Enterprises Malang in developing SMEs based on information technology. The purpose of this study is to know, describe, and analyze local government strategies in developing SMEs based on information technology; knowing, describing, analyzing the local government's strategy challenges in developing information technology-based SMEs; knowing, describing, analyzing technological engineering in optimizing local government strategy in developing SMEs. This research uses research type of qualitative descriptive method. Data collection techniques that were used are observation techniques, interviews, and documentation. The focus of this research is aggressive strategy, conservative strategy, competitive strategy, defensive strategy, diversification strategy, and x preventive strategy; internal challenges and external challenges; as well as engineering technology while optimizing the strategy. Data analysis used that were used are Miles, Huberman and Saldana and alternative theoretical model in the form of Inter-layer and multi-layer analysis (Sarwono, 2008). The results of this study indicate the strategies undertaken by the Office of Cooperatives and Micro Enterprises of Malang are the aggressive strategy, conservative strategy, competitive strategy, defensive strategy, preventive strategies, and innovative strategies have been run well. However, the diversification strategy has not been run by the Office of Cooperatives and Micro Enterprises of Malang. The challenges of local government strategy in developing Small and Medium Enterprises based on technology and information in the city of Malang covers the internal challenge of resources in the field of less technology and monetary capital difficulties, while the external challenges are the lack of public knowledge on information technology and low responsiveness of SMEs owners. Technological engineering undertaken by the Office of Cooperatives and Micro Enterprises of Malang is currently the E-SME. In conclusion, Department of Cooperatives and Micro Enterprises of Malang needs to conduct socialization, guidance, training that is run more intensively in order to improve the quality of human resources in the field of technology and information, and run their online medias optimally as one of the source of revenue and also to gain target market. Moreover, Department of Cooperatives and Micro Enterprises of Malang needs to optimize in aggressive strategy, in order to have sources of capital from various sources, one of which sponsor can improve and strengthen capital in execution of strategy and support activity of capital of SMEs perpetrators.
