Abstract
Tingginya jumlah sepeda motor di Indonesia mengakibatkan tidak seimbangnya pertumbuhan jumlah kendaraan dengan pertumbuhan ruas jalan. Hal ini dapat mengakibatkan kemacetan dan dapat menambah angka prosentase kecelakaan lalu lintas. Jumlah kecelakaan lalu lintas yang menimbulkan korban jiwa dari tahun ke tahun jumlahnya sangat besar diantaranya dialami oleh para siswa di bangku sekolah. Menanggapi masalah ini berdasarkan Peraturan Menteri Perhubungan RI No 16 Tahun 2016 Tentang Penerapan Rute Aman Selamat Sekolah (RASS) Dinas Perhubungan Kota Blitar telah menerapkan RASS demi menciptakan keselamatan dan mengurangi kecelakaan lalu lintas yang melibatkan pelajar. Penelitian ini adalah penelitian deskriptif kualitatif. Lokasi penelitian ini adalah di Kota Blitar. Teknik pengumpulan data dilakukan dengan metode wawancara dan dokumentasi. Instrumen yang digunakan adalah peneliti pedoman wawancara, dan perangkat penunjang. Analisis data yang digunakan dalam penelitian ini adalah model interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi kebijakan RASS dalam menjamin keselamatan pelajar untuk mencapai lokasi sekolah di Kota Blitar telah berhasil. Dinas Perhubungan Kota Blitar sudah melakukan komunikasi dalam bentuk penyampaian kebijakan, perumusan sumber daya pelaksana dan sosialisasi mengenai kebijakan. Pihak penerima kebijakan yaitu siswa dan pihak sekolah juga sudah memiliki pemahaman mengenai penggunaan fasilitas pada RASS seperti rambu jalan, marka jalan, fasilitas penyebrang jalan, halte, dan bus sekolah gratis sehingga tercipta suatu lalu lintas yang aman dan tertib. Keberhasilan kebijakan ini tidak lepas dari adanya sarana dan prasarana yang baik serta dukungan yang besar dari Walikota Blitar, jajaran samping dan seluruh SKPD di pemerintahan Kota Blitar serta beberapa instansi terkait yang tergabung dalam forum LLAJ, sehingga pelayanan publik bidang jasa transportasi telah terpenuhi dan menjadi tujuan bersama dalam pelayanan suatu daerah. Tetapi masih terdapat hambatan teknis baik dari internal seperti belum tersusunnya standar operating procedure (SOP) RASS maupun dari eksternal seperti kurang antusiasnya masyarakat akan kebijakan RASS. Saran yang dapat diberikan peneliti berdasarkan faktor penghambat yaitu: melanjutkan kebijakan RASS dengan baik, dapat menambah jumlah armada bus sekolah gratis, segera menyusun SOP RASS, meningkatkan rambu-rambu lalu lintas dan memperbaiki marka jalan, dan yang terakhir dapat memanfaatkan media online atau internet sebagai sarana sosialisasi kebijakan RASS karena minat masyarakat lebih tinggi pada media online.
English Abstract
The high number of motorcycles in Indonesia resulted in not balance growth in the number of vehicles with the growth of roads. This can result in congestion and may increase the percentage number of traffic accidents. The number of traffic accidents that cause casualties from year to year is very large amount of which is experienced by the students in school. Responding to this problem pursuant to the Regulation of the Minister of Transportation No. 16 of 2016 on the Implementation of Safe Routes of School Safe (RASS) Blitar City Transportation Department has implemented RASS in order to create safety and reduce traffic accidents involving students. This research is qualitative descriptive research. The location of this research is in Blitar City. Datas used this study are collected by interview and documentation method. The instrument used are interview guidance researcher, and supporting device. The datas in this study is analyzed using interactive models of Miles and Huberman. The result of the research shows that the implementation of RASS policy in ensuring student safety to achieve school location in Blitar City has been successful. Blitar City Transportation Department has communicated in the form of policy delivery, formulation of implementing resources and socialization on policy. The recipient of the policy of students and the school also has an understanding of the use of facilities on RASS such as road signs, road markings, street penyebrang facilities, bus stops, and free bus to create a safe and orderly traffic. The success of this policy can not be separated from the good facilities and infrastructure as well as the great support from the Blitar Mayor, the side and all SKPD in Blitar City Government as well as several related institutions that are members of the LLAJ forum, so that public service in the field of transportation services has been fulfilled and become the destination together in the service of a region. But there are still technical obstacles both internally, such as the lack of RASS standard operating procedures (SOPs) and external as lack of enthusiasm for RASS policy. Suggestions that can be given by the researchers based on inhibiting factors are: continuing RASS policy well, can increase the number of free school bus fleet, immediately arrange SOP RASS, increase traffic signs and improve road markings, and the latter can utilize online media or internet as means of RASS policy socialization because of the higher public interest in online media.
