Abstract
Pelaksanaan Undang-Undang Nomor 6 Tahun 2014 tentang Desa, menempatkan Desa Punten menjadi desa yang memiliki hak khusus dimana pemerintahan desa mempunyai keleluasaan untuk mengurus rumah tangganya sendiri yang berskala lokal dan bertanggungjawab langsung kepada warga masyarakatnya. Desa memilik yang namanya Badan Usaha Milik Desa (BUMDes) dimana bertujuan untuk memberdayakan sumber daya alam dan sumber daya manusia di Desa Punten. Hubungan Kepala Desa dengan BUMDes merupakan hubungan yang saling terkait karena Kepala Desa juga yang menjadi pemimpin dalam BUMDes Desa Punten yang dimana bertujuan untuk menciptakan kesejahteraan pada masyarakat Desa Punten. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian deskriptif mampu menggambarkan atau memecahkan masalah secara sistematis, faktual dan akurat mengenai fakta-fakta dan sifat-sifat populasi atau daerah tertentu. Penelitian deskriptif dengan pendekatan kualitatif mengungkapkan fakta apa adanya tentang suatu objek, gejala, keadaan dengan menggambarkan, menguraikan, menginterpretasikan dan diambil kesimpulan. Melalui penelitian ini akan diperoleh output penelitian berupa analisis kualitatif mengenai peranan kepala desa dalam perkembangan BUMDes di Desa Punten. Keberadaan BUMDes di Desa Punten seharusnya sangat dibutuhkan oleh masyarakat desa untuk menunjang kebutuhan sehari-hari, akan tetapi lambat laun keberadaan BUMDes sendiri semakin dikesampingkan oleh masyarakat desa dikarenakan BUMDes sendiri tidak dapat bersaing dalam memenuhi kebutuhan masyarakat. Peranan kepala desa sangat dibutuhkan untuk mulai kembali mengembangkan BUMDes Desa Punten, peranan kepala desa seperti Mobilisator, Fasilitator, dan Motivator yang harus diterapkan untuk mengembangkan BUMDes dengan fasilitas-fasilitas yang disediakan dan mendorong masyarakat untuk lebih berpartisipasi dalam proses pembangunan di desa. Sehingga keberadaan BUMDes itu sendiri memilik manfaat buat kehidupan masyarakat sehingga menciptakan kesejahteraan pada masyarakat sesuai dengan pemberlakuan undang-undang desa. Pemberlakuan undang undang desa dipakai sebagai tolok ukur keberhasilan penerapan undang-undang tersebut dalam proses pembangunan di Desa Punten.
English Abstract
Implementation of Constitution Number 6 year 2014 about village, making Punten as the village has special rights which the village government has the flexibility to manage their own household scale, locally and directly responsible to their peoples. Punten village has a Village-owned enterprises (BUMDes) aims to empower the natural resources and human resources in the area of Punten. Relationship with the head village BUMDes is the interrelated relationship because the head village is also a leader in the BUMDes village of Punten aims to create community welfare village Punten. The type of research used in this research is descriptive research with qualitative approach. Descriptive research was able to describe or solve the problem in a systematic, factual and accurate on the facts and the nature of the population or specific areas. Descriptive research with qualitative approach reveals the facts about an object is, the symptoms, the State by describing, elaborating, interpret and drawn conclusions. Through this research obtained a research output in the form of qualitative analysis about the role of the head village in the development of BUMDes in Punten. BUMDes existence in Punten should be required by the villagers to support their daily needs, but then where BUMDes ruled out by the villagers, because BUMDes can not compete in the meet the needs of the community. The role of the head village is needed to develop back BUMDes Punten, the role of the head village as a mobilizer, facilitators and motivators should be applied so that BUMDes can develop with the facilities provided and encourage public participation in the development process in the village. So the existence of the BUMDes society towards life has its benefits so created community welfare in accordance with the application of the laws of the village. The implementation of the laws of the village became a benchmark of success of the application of the law in the development process in Punten.
