Abstract
Penelitian ini membahas mengenai kondisi kompleksitas keamanan kawasan di Eropa Timur dan bagaimana respon Rusia terhadap kompleksitas tersebut. Dengan menggunakan Teori Regional Security Complex, dalam penelitian ini akan membahas mengenai empat variabel esensial yang mempengaruhi terjadinya kompleksitas keamanan di kawasan, yaitu boundary, struktur anarki, polaritas, dan konstruksi sosial. Paska terjadi pelebaran NATO ke wilayah Timur, batas antara Rusia dan NATO menjadi sangat dekat. Kemudian masuknya aktor-aktor ekstenal ke dalam kawasan juga mempengaruhi dinamika keamanan di dalam kawasan. Perang Georgia pada tahun 2008 menjadi salah satu titik Rusia dianggap ancaman bagi negara di dalam kawasan. Selanjutnya terjadi krisis di Ukraina pada tahun 2013 dan adanya reunifikasi Crimea ke Rusia pada tahun 2014 menyebabkan kondisi keamanan di dalam kawasan semakin tidak stabil. Masuknya kekuatan besar yaitu Amerika Serikat dan NATO secara intens mempengaruhi terbelahnya kubu pertemanan di kawasan tersebut kedalam dua bagian, yaitu kubu NATO dan kubu Rusia. Kubu NATO berisi negara-negara yang berafiliasi dengan NATO sedangkan kubu Rusia diisi oleh Rusia dan Belarusia. Rivaliatas yang semakin kuat di dalam kawasan ini mempengaruhi adanya perubahan dari Rusia. Perubahan yang terjadi di Rusia dilihat sebagai suatu respon atas terjadinya kompleksitas keamanan di Kawasan Eropa Timur yang mulai berubah paska pelebaran NATO dan krisis yang terjadi di Ukraina yang juga membuat NATO semakin memperkuat posisinya di kawasan tersebut. Respon dari Rusia dapat dilihat melalui adanya perubahan pada tiga variabel turunan dari Teori Regional Security Complex, yaitu maintenance of the status quo, internal transformation, dan external transformation.
English Abstract
This research addresses the complexity of regional security in Eastern Europe and how Russia responds to the complexity. By using Regional Security Complex Theory, in this research will discuss about four essential variables that affect the occurrence of security complexity in the region, namely boundary, anarchic structure, polarity, and social construction. After the enlargement of NATO to the East, the line between Russia and NATO became very close. Then the entry of external actors into the region also affect the dynamics of security within the region. The Georgia War in 2008 became one of the points that Russia is considered a threat to the country within the region. Subsequent crisis in Ukraine in 2013 and the existence of reunification of Crimea to Russia in 2014 caused the security conditions within the region increasingly unstable. The enormous influx of the United States and NATO has intensely affected the split in the region into two parts, the NATO bloc and the Russian bloc. The NATO bloc contains countries that affiliated with NATO while the Russian bloc is filled by Russia and Belarus. The increasingly strong rivalry within the region are influencing the changes from Russia. The changes taking place in Russia are seen as a response to the complexity of security in the eastern European Region that began to change following the enlargement of NATO and the crisis in Ukraine that also made NATO strengthen its position in the region. Response from Russia can be seen through a change in the three derived variables of Regional Security Complex Theory, namely maintenance of the status quo, internal transformation, and external transformation.
