Abstract
Skripsi ini bertujuan mengidentifikasi kendala dan strategi penerbitan sukuk daerah sebagai alternatif pendanaan daerah dengan Analytic Network Process (ANP). Berdasarkan ANP, kendala paling dominan dalam penerbitan sukuk daerah adalah aspek Pemerintah Daerah. Kendala yang paling dominan pada masing-masing aspek adalah 1) aspek Pemerintah Pusat, belum terdapat kajian ulang mengenai instrumen sukuk daerah; 2) aspek Pemerintah Daerah, kurangnya pemahaman Pemerintah Daerah terhadap instrumen sukuk daerah; 3) aspek Dewan Perwakilan Rakyat Daerah, merumit birokrasi penerbitan sukuk daerah. Solusi yang paling dominan dalam kendala dan kelayakan penerbitan sukuk daerah adalah solusi fundamental. Strategi yang paling dominan pada masing-masing solusi adalah: 1) solusi fundamental, pendidikan dan pelatihan terkait sukuk daerah; 2) solusi teknikal, sosialisasi aturan penerbitan sukuk daerah; 3) solusi roadmap, menyusun grand desain pola edukasi dan promosi sukuk daerah secara menarik berkolaborasi dengan Otoritas Jasa Keuangan.
English Abstract
The objective of this thesis is to identify obstacles of and strategies for municipal Islamic bonds issuance as an alternative in regional financing using Analytical Networking Process (ANP). The analysis finds that the most dominant obstacle in the aforementioned issue is local government aspect. In the aspect of central government, the obstacle is the unavailability of studies regrading the instrument of municipal Islamic bonds. In the aspect of local government, the obstacle is the low understanding of the government about instruments of municipal Islamic bonds. In the aspect of regional house of representative, the obstacle is the behavior of representatives, in which they complicate bureaucracy in municipal Islamic bonds issuance. The most dominant solution for obstacles and strategy in municipal Islamic bonds issuance is fundamental solution. The dominant strategy for fundamental solution is socialization of municipal Islamic bonds education and promotion pattern in collaboration with Indonesia’s financial service authority.
