Abstract
Inovasi Sidoarjo Maternal & Neonatal Emergency SMS Gateway (SI MANEIS) adalah inovasi di bidang pelayanan kesehatan bertujuan untuk mengurangi tingginya Angka Kematian Ibu (AKI) dan Angka Kematian Bayi (AKB) di Kabupaten Sidoarjo, Jawa Timur dengan cara membuat sistem jejaring rujukan gateway dengan cara mengirimkan pesan singkat (SMS). Inovasi ini digagas pemerintah Indonesia dalam rangka mencapai Millenium Development Goals (MDGs) pada tahun 2015. Dengan adanya inovasi SI MANEIS dalam jangka pendek diharapkan dapat mengurangi tingginya AKI dan AKB di Kabupaten Sidoarjo, sedangkan harapan untuk jangka panjang adalah SI MANEIS dapat meningkatkan intregitas antar petugas kesehatan di Kabupaten Sidoarjo, meningkatkan kualitas Sumberdaya Manusia (SDM) dalam hal pengetahuan mengenai kegawatdaruratan maternal dan neonatal. Tujuan penelitian ini adalah menjelaskan dan menganalisis proses inovasi sistem jejaring rujukan SI MANEIS dalam upaya mengurangi tingginya angka kematian ibu dan bayi di RSUD Kabupaten Sidoarjo. Penelitian ini menggunakan studi kasus tunggal yang digunakan untuk menjelaskan dan menganalisis proses SI MANEIS di Kabupaten Sidoarjo. Wawancara dilakukan dengan beberapa pemangku kepentingan dalam inovasi SI MANEIS antara lain petugas dinas kesehatan, dokter, bidan jaga dan ibu-ibu pengguna SI MANEIS di IGD RSUD Kabupaten Sidoarjo. Teknik analisis eksplanasi dari Yin (2009) untuk analisis kasus proses inovasi SI MANEIS di Kabupaten Sidoarjo. Hasil penelitian ini menunjukkan bahwa proses inovasi SI MANEIS dimulai dari pengidentifikasian masalah yang terjadi di lingkungan sekitar, latar belakang pembentukan inovasi, mengembangkan ide inovas menjadi ide yang sukses dalam mengurangi tingginya AKI dan AKB, penerapan inovasi di Kabupaten Sidoarjo, proses evaluasi dan monitoring, dan proses penyebarluasan (difusi) sudah terlaksana dengan baik. Seluruh proses inovasi SI MANEIS telah berjalan dengan efektif. Faktor-faktor yang mempengaruhi inovasi SI MANEIS terdiri dari komitmen politik, dan dukungan peningkatan efesiensi (SDM). Faktor penghambat terdiri dari terhambatnya jaringan sistem rujukan dan tenaga kesehatan lain yang tidak siap dalam mengikuti perkembangan teknologi.
English Abstract
Innovation of Sidoarjo Maternal Neonatal & Emergency SMS Gateway (SI MANEIS) is an innovation in the field of health services aims to reduce high maternal mortality (AKI) and infant mortality (AKB) in Sidoarjo, East Java by way of making a referral networking system gateway by sending short messages (SMS). These innovations initiated by the Government of Indonesia in order to achieve the Millennium Development Goals (MDGs) in 2015. With the innovations of the MANEIS in the short term is expected to reduce the high battery and AKB in Sidoarjo, while expectations for the long term is the MANEIS can raise intregitas between health workers in Sidoarjo improve the quality of human resources (HR) in terms of knowledge about maternal and neonatal emergency. This research used a single case study is used to describe and analyze the process of SI MANEIS in Sidoarjo. Interviews conducted with staffs of district health agency, doctors, midwife and mothers using SI MANEIS in IGD Sidoarjo HOSPITALS. Analysis techniques of empirical research of Yin (2009) for the analysis of the case of the innovation process the MANEIS in Sidoarjo. The results show SI MANEIS innovation process that starts from the identification of problems that occur in the environment, the background of the formation of innovation, developing the idea into a successful idea inovas in reducing the high battery and AKB, application of innovation in Sidoarjo, monitoring and evaluation process, and the process of dissemination (diffusion) has done very well. The entire process of the innovation MANEIS has been running effectively. Factors that affect innovation SI MANEIS consists of political commitment, and support increased efficiency (HR). Factors restricting the network terhambatnya system consists of a citation and other health care personnel who are not ready in the technological development.
