Abstract
Moda transportasi kereta api yang melayani trayek Malang – Yogyakarta sangatlah banyak, tetapi yang melayani khusus rute tersebut hanya kereta api Malioboro Ekspress. Harga yang ditawarkan juga sangat beragam tergantung dari kelas kereta, oleh karena itu kereta yang mengambil rute khusus Malang – Yogyakarta perlu dilakukan kajian supaya bisa tetap bisa bersaing dengan kereta yang lain dalam melayani pengguna jasa. Kajian yang dilakukan pada penelitian ini menggunakan metode Importance Performance Analysis (IPA) untuk mengkaji mengenai atribut kinerja pelayanan apa saja yang sebaiknya ditingkatkan oleh penyedia jasa. Sedangkan untuk mengkaji tarif menggunakan metode Ability to Pay (ATP) untuk mengetahui kemampuan membayar dan Willingness to Pay (WTP) digunakan untuk mengetahui kemauan membayar dari pengguna jasa. Penelitian ini dilakukan pada bulan Juni 2017 kepada 274 responden pengguna Kereta Api Malioboro Ekspress dengan metode wawancara dan kuisioner. Berdasarkan metode kerja IPA didapatkan nilai sebesar 84% dimana hal tersebut menunjukkan keseluruhan kinerja KA Malioboro Ekspress sangat memuaskan meskipun ada beberapa atribut yang harus ditingkatkan lagi pelayanannya yaitu pemadam api ringan, toilet, dan fasilitas kesetaraan untuk penyandang disabilitas, orang sakit, orang tua, ibu hamil dan ibu yang membawa bayi. Selanjutnya hasil dari evaluasi tarif berdasarkan BOKA yang ditinjau dari ketentuan tarif batas atas dan tarif batas bawahnya, untuk kelas ekonomi diperoleh tarif jarak Rp 100.000,00 sedangkan tarif yang berlaku mulai dari Rp 140.000,00 – Rp 175.000,00 dan untuk kelas eksekutif diperoleh tarif jarak sebesar Rp 125.000,00 sedangkan tarif yang berlaku mulai dari Rp 210.000,00 – Rp 250.000,00 dilihat dari tarif yang diterapkan maka tarif batas minimum sudah terpenuhi. Sementara itu berdasarkan evaluasi tarif pada kelas ekonomi diperoleh nilai ATP sebesar Rp 161.744,00. Sedangkan untuk kelas eksekutif diperoleh nilai ATP sebesar Rp 152.929,00. Kemudian juga diperoleh nilai tarif berdasarkan kemauan membayar (WTP) berdasarkan analisa diperoleh sebesar Rp 162.843,00 untuk kelas ekonomi dan untuk kelas eksekutif WTP nya sebesar Rp 205.223,00. Responden kelas ekonomi memiliki nilai WTP tidak jauh selisihnya dengan ATP sehingga dianggap seimbang. Sedangkan responden untuk kelas eksekutif nilai ATP lebih rendah dari WTP sehingga pengguna disini tergolong captive riders.Selanjutnya dilakukan analisis tarif ideal berdasarkan ATP dan WTP untuk kelas ekonomi yaitu sebesar Rp 140.000,00 sedangkan untuk kelas eksekutif sebesar Rp 225.000,00.
English Abstract
Railway transportation mode that serves Malang - Yogyakarta route has many options, but the special serve this route is only Malioboro Express train. Prices are offered depending on the class of train, therefore trains that take a special route Malang - Yogyakarta necessary to study in order to remain competitive with other trains in serving the service users. The study using the method of Importance Performance Analysis (IPA) to examine the attributes of service performance what should be improved by service providers. Meanwhile, to examine the tariff using Ability to Pay method (ATP) and Willingness to Pay (WTP) from service users. This research was conducted in June 2017 to 274 respondents Malioboro Express Train users with interview and questionnaire. Based on the working methods of the IPA obtained a value of 84%, where it shows the overall performance of KA Malioboro Ekspress very satisfactory, but there are some attributes that should be improved services as fire extinguisher lighter, toilet, and facilities equality for persons with disabilities, sick, the elderly, mothers pregnant and mothers who carry babies. Furthermore, the result of tariff evaluation based on BOKA in terms of tariff of upper lit and lower limit tariff, for economy class is obtained the minimum distance tariff is Rp 100.000,00 while the applicable tariff ranging from Rp 140.000,00 - Rp 175.000,00 and for executive class is obtained the minimum distance tariff is Rp 125.000,00 and the applicable tariff ranging from Rp 210.000,00 - Rp 250.000,00 seen from the tariff applied then the minimum tariff has been met. Meanwhile, based on the evaluation of tariff on the economy class ATP value that is Rp 161.744, 00. While for the executive class ATP value that is Rp 152,929.00. Then also obtained the value of tariff based on the willingness to pay (WTP) based on the analysis obtained is Rp 162.843, 00 for economy class and for executive class of his WTP is Rp 205,223.00. Economic class respondents have WTP value not far apart with ATP so it is considered balanced. While the respondent for the executive class ATP value is lower than the WTP so that the user here is captive riders.Furthermore, for ideal tariff analysis based on ATP and WTP for economy class that is Rp 140.000,00 while for executive class that is Rp 225.000,00.
