Abstract

Kota Batu merupakan salah satu Kota yang terletak di Provinsi Jawa Timur dengan potensi besar di sektor pariwisata. Topografi berupa pegunungan sangat menunjang kegiatan pariwisata di kota ini. Kota Batu memiliki pemandangan sangat indah, sehingga banyak dijumpai tempat-tempat wisata yang mengandalkan keindahan alam pegunungan. Selain wisata alam tedapat juga wisata-wisata buatan yang menjadi daya tarik wisata. Sehingga jumlah kunjungan wisatawan ke Kota Batu meningkat setiap tahunnya. Dinas Pariwisata dan Kebudayaan Kota Batu sebagai unsur yang menaungi kegiatan pariwisata membuat kebijakan berupa Peraturan Daerah Kota Batu Nomor 1 Tahun 2013 tentang Penyelenggaraan Kepariwisataan guna memberikan aturan yang jelas dalam kegiatan pariwisata. Tujuan dari penelitian ini adalah untuk mengetahui, mendeskripsikan dan menganalisis implementasi Peraturan Daerah tentang Penyelenggaraan Kepariwisataan dalam meningkatkan kesejahteraan masyarakat Kota Batu, untuk mengetahui, mendeskripsikan, dan menganalisis faktor-faktor yang mempengaruhi implementasi Peraturan Daerah tentang Penyelenggaraan Kepariwisataan dalam meningkatkan kesejahteraan masyarakat di Kota Batu Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian yang pertama adalah implementasi peraturan daerah Kota Batu Nomor 1 Tahun 2013 tentang Penyelenggaraan Kepariwisataan dalam meningkatkan kesejahteraan masyarakat. Aspek yang akan diteliti mencakup komunikasi, sumber daya, disposisi, struktur birokrasi, serta tingkat kesejahteraan masyarakat. Fokus yang kedua adalah faktor-faktor yang mendukung dan menghambat implementasi peraturan daerah Kota Batu Nomor 1 Tahun 2013 dalam meningkatkan kesjahteraan masyarakat. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dokumentasi. Analisis data menggunakan model analisa Miles, Huberman dan Saldana. Berdasarkan hasil peneitian yang telah dilakukan, implementasi peraturan daerah tersebut mampu memberikan dampak positif terhadap peningkatan kesejahteraan masyarakat Kota Batu. Dampak tersebut terbukti melalui terbukanya lapangan pekerjaan baru yang sangat membantu perekonomian masyarakat melalui kegiatan pariwisata. Dalam pelaksanaannya terdapat faktor penghambat, sehingga sedikit menghambat implementasi peraturan daerah tersebut.

English Abstract

Batu is one of the City located in East Java Province with great potential in tourism sector. Topography of the mountains is very supportive of tourism activities in this city. Batu Town has a very beautiful scenery, so many found tourist attractions that rely on the natural beauty of the mountains. In addition to nature tourism also have artificial tours that become tourist attraction. So the number of tourist visits to Batu City increases every year. Department of Tourism and Culture of Batu City as an element that overshadow tourism activities make policy in the form of Regional Regulation Batu City No. 1 of 2013 on the Implementation of Tourism in order to provide clear rules in tourism activities. The purpose of this study is to know, describe and analyze the implementation of Regional Regulations on the Implementation of Tourism in improving the welfare of the people of Batu City, to know, describe, and analyze the factors that affect the implementation of Regional Regulations on the Implementation of Tourism in improving people's welfare in Batu This research uses descriptive research method with qualitative approach. The first research focus is the implementation of local regulation Batu City No. 1 of 2013 on the Implementation of Tourism in improving the welfare of the community. Aspects to be studied include communication, resources, disposition, bureaucratic structure, and the level of community welfare. The second focus is the factors that support and hamper the implementation of Batu City Regional Regulation No. 1 of 2013 in improving the welfare of the community. Technique of collecting data is done by interview, observation, documentation. Data analysis using analysis model Miles, Huberman and Saldana. Based on the results of research that has been done, the implementation of the local regulations are able to give a positive impact on improving the welfare of the people of Batu Town. The impact is evident through the opening of new jobs that greatly assist the economy of the community through tourism activities. In its implementation there are inhibiting factors, which hamper the implementation of local regulations.
