English Abstract

The rapid implementation along with the issuance of Inpres no.3 of 2003 the citygovernment began to develop E-Government, especially in the form of online complaints. Inthe implementation there are inhibiting factors such as tbsp, facilities and infrastructure aswell as supporting factors such as cooperation with several parties, etc.. This study aims tounderstand and analyze the implementation as well as inhibiting and supporting factors.The purpose of this research is to know, describe and analyze the implementation ofe-Government in the form of online complaints to improve the performance of employees inthe Office of Communication and Information Malang City and to know, describe, andanalyze the supporting factors and inhibiting factors from the implementation of e-Government in the form of complaints online to improve the performance of employees inthe Office of Communications and Information Malang City.The method used in this research is qualitative to describe the phenomenonexperienced by the research subject, the data source obtained through documentation, fieldobservation and interview to informants who considered to know the implementation of e-Government in Diskominfo Malang.The results of the analysis can be seen that the implementation of e-Government inthe form of online complaints in order to improve the performance of employees in the Officeof Communications and Informatics Malang is to determine the policy/superstructure thatbecame the basis of the implementation of e-Government in Malang City Government, set thepolicy / superstructure on the basis of Information Disclosure Public in Malang CityGovernment, providing network infrastructure, providing application system infrastructure,Development of Apparatus Resources (SDA) of Malang City Government, providingFunding in connection with complaint handling and information. In this case is expected toimprove the performance of the employee that is more effective, efficient and transparentemployee performance, employee performance in accordance with existing online complaintprocedures, the availability of sufficient budget, support flexibility in the curve of activitiesand performance realization, innovation from the side of integration with the system socialmedia, facilitate users for online complaints, clear working SOP’s support acceleration inperformance, and planning and system quota on information spread through measurable SMSBlast.Supporting factors in the implementation of e-government are: facilities andinfrastructure are very supportive in serving the community, especially in the service ofcomplaints and Decree Head of the Office of Communications and Informatics is veryencouraging to carry out service complaints. Inhibiting factors in the implementation of egovernmentare: the bureaucracy is too complicated, the lack of socialization in thecommunity, human resources are still lacking so that activities undertaken by the Office ofKominfo hampered.
