Abstract
Pelaku industri mulai sadar bahwa guna menyediakan produk yang murah, cepat serta berkualitas, diperlukan adanya perbaikan internal dalam sebuah perusahaan yang tidak cukup mudah. Kesadaran mengenai pentingnya peran semua pihak dalam menciptakan hingga menyalurkan produk sesuai dengan supply chain management merupakan metode, alat serta pendekatan pengelolaanya. Maka dari itu diperlukannya pengukuran mengenai kinerja manajemen rantai pasok guna mengetahui semua aktivitas mengenai pemenuhan permintaan konsumen secara kuantitatif. Adanya kinerja rantai pasok yang baik, akan membuat industri semakin terarah serta mampu memberikan keuntungan baik untuk pihak agroindustri, pemasok, pengecer, maupun konsumen. Menurut Data Dinas Perindustrian dan Perdagangan Kota Batu Tahun 2016 terdapat 112 industri kecil di Kota Batu yang menggunakan apel sebagai bahan baku, yang diantaranya terdapat 20 industri kecil dengan salah satu produknya adalah keripik apel dan 10 industri kecil yang hanya memproduksi keripik apel. Salah satu contoh olahan buah apel di Kota Batu adalah keripik apel. Kota Batu merupakan daerah agroindustri dimana bahan mentah utama yang dominan di Kota Batu adalah buah apel. Data Dinas Pertanian Kota Batu tahun 2010 menunjukkan bahwa produktivitas buah apel sebesar 17,05 kg/pohon dalam sekali panen. Pada tahun 2015 populasi tanaman buah apel di Kota Batu sebanyak 1,1 juta pohon yang mampu menghasilkan 671,2 ton buah apel dalam sekali panen. Dengan ketersediaan bahan baku apel yang mencukupi, pembuatan diversifikasi produk olahan buah apel semakin meningkat dan menimbulkan efek berganda yang salah satunya adalah industri pengolahan makanan dan minuman yang berasal dari olahan buah apel mengingat buah apel tidak mampu tahan lama. Tingginya minat terhadap produk olahan apel ini menyebabkan meningkatnya kebutuhan akan buah apel sehingga membutuhkan rantai pasok (supply chain) yang terintegrasi dengan baik mulai dari petani hingga produk sampai ke tangan konsumen. Oleh karena itu untuk mengetahui kinerja rantai pasok keripik apel di industri kecil tersebut penelitian ini bertujuan (1) Mendeskripsikan manajemen rantai pasok keripik apel pada industri kecil di Kota Batu (2) Menganalisis kinerja manajemen rantai pasok keripik apel pada industri kecil di Kota Batu. Lokasi penelitian ditentukan secara purposive yaitu di Kota Batu provinsi Jawa Timur dengan mempertimbangkan Kota Batu yang memiliki banyak industri kecil keripik apel. Sampel dalam penelitian ini ditentukan dengan metode stratified random sampling. Penentuan sampel ditentukan berdasarkan jumlah tenaga kerja yang sesuai dengan kriteria industri kecil, kemudian ditentukan sesuai dengan kapasitas produksi yang bertingkat yaitu kecil (100 kg), sedang (200 kg) dan tinggi (300 kg). Metode yang digunakan untuk meneliti kinerja rantai pasok dengan menggunakan Supply Chain Operation Reference (SCOR). Hasil penelitian menunjukkan mengenai deskripsi rantai pasok industri kecil keripik apel di Kota Batu dari hulu hingga hilir termasuk di dalamnya struktur, anggota, aktivitas, manajemen serta sasaran rantai pasok dari industri kecil keripik apel di Kota Batu. Selain itu juga dipaparkan mengenai kinerja rantai pasok yang ada di industri kecil keripik apel di Kota Batu. Kinerja rantai pasok dihitung dari besarnya jumlah buah apel serta keripik apel yang dipesan dalam satu tahun. Berdasarkan hasil dari perhitungan kinerja rantai pasok menunjukkan bahwa kinerja rantai pasok industri kecil keripik apel di Kota Batu belum maksimal. Hal ini dapat dilihat dari hasil perhitungan nilai metrik kinerja rantai pasok industri kecil keripik apel di Kota Batu dari petani ke industri serta dari industri ke toko yang belum mencapai target 100%. Selisih dari target yang dihasilkan dari perhitungan kinerja disebabkan adanya buah apel sebagai bahan baku yang belum sesuai kriteria kematangan untuk dipanen, adanya hama dan penyakit yang menyerang serta adanya keripik apel yang rusak dalam proses produksi dan packaging. Hal ini berdampak pada industri yang belum mampu memenuhi permintaan pesanan yang meningkat oleh adanya faktor musiman, yaitu musim liburan seperti pada bulan Mei yang merupakan banyaknya pengunjung karena puncaknya city tour ke Kota Batu, bulan Juli yang merupakan liburan sekolah yang bersamaan dengan libur Idul Fitri dan liburan akhir tahun pada bulan Desember.
English Abstract
Industry actors are beginning to realize that in order to provide cheap, fast and quality products, there needs to be internal improvements in a company that is not easy enough. Awareness of the importance of the role of all parties in creating and distributing products in accordance with supply chain management is a method, tools and management approach. Therefore the need for measurement of supply chain management performance to know all the activities about the fulfillment of consumer demand quantitatively. The existence of a good supply chain performance, will make the industry more focused and able to provide benefits for the agroindustry, suppliers, retailers, and consumers. According to data from the Office of Industry and Trade of Batu City in 2016 there are 112 small industries in Batu City that use apples as raw materials, among which there are 20 small industries with one of them are apple chips and 10 small industries which only produce apple chips. One example of processed apple in Batu City is apple chips. Batu City is an area of agroindustry where the main raw material dominant in Batu City is apple. Data from the Agriculture Department of Batu City in 2010 showed that the productivity of apples was 17.05 kg / tree in one harvest. By 2015 apple plant population in Batu City as many as 1.1 million trees that can produce 671.2 tons of apples in one harvest. With the availability of apple raw materials sufficient, making the diversification of processed products of apples increased and caused multiple effects that one of them is the food and beverage processing industry derived from processed apples given the apples are not able to last long. The high interest in processed apple products has resulted in an increasing demand for apples, thus requiring integrated supply chain from farmers to products to consumers. Therefore, to know the performance of supply chain of apple chips in small industry, this study aims to (1) Describe the supply chain management of apple chips in small industries in Batu City (2) Analyze the performance of supply chain management of apple chips in small industries in Batu City. The location of the research is determined purposively in Batu City of East Java province by considering Batu City which has many small industry of apple chips. The sample in this research is determined by stratified random sampling method. The determination of the sample is determined based on the amount of labor in accordance with the criteria of small industry, then determined in accordance with the production capacity of the stratum that is small (100 kg), medium (200 kg) and high (300 kg). The method used to study supply chain performance using Supply Chain Operation Reference (SCOR). The result of the research shows the description of supply chain of small apple chips industry in Batu City from upstream to downstream including the structure, members, activities, management and target of supply chain from small apple chips industry in Batu City. It is also presented on the performance of existing supply chains in the small industry of apple chips in Batu City. Supply chain performance is calculated from the large number of apples and apple chips that are ordered in one year. Based on the results of the calculation of supply chain performance shows that the supply chain performance of small industry of apple chips in Batu City has not been maximized. This can be seen from the calculation of the value of performance metrics of supply chain of small industry of apple chips in Batu City from farmer to industry and from industry to store which has not reached 100% target. The difference from the target resulting from the calculation of performance caused by apples as raw materials that have not fit the criteria of maturity to be harvested, the pests and diseases that attack and the existence of damaged apple chips in the production and packaging process. This has an impact on the industry that has not been able to meet the demand for orders that increased by the seasonal factor, the holiday season as in May which is the number of visitors because of the peak city tour to Batu City, July which is a school holiday that coincides with the Idul Fitri holidays and year-end holidays in December.
