Abstract
Korea Selatan memiliki hubungan yang kurang baik dengan Korea Utara. Walaupun memiliki hubungan yang kurang baik, kedua negara sepakat untuk bekerja sama dibidang ekonomi yaitu dengan membangun Komplek Industri Kaesong. Ditengah kisruh hubungan politik kedua negara, Komplek Industri Kaesong merupakan satu – satunya kerjasama yang masih bertahan dan dipertahankan oleh Korea Selatan. Penelitian ini bertujuan untuk mengetahui dan menggambarkan kepentingan nasional Korea Selatan dalam mempertahankan Komplek Industri Kaesong tahun 2004 – 2013. Analisis yang dilakukan untuk mengetahui kepentingan nasional dari Korea Selatan menggunakan konsep kepentingan nasional Donald E. Nuechterlein. Setelah menggunakan konsep tersebut diketahui bahwa kepentingan nasional yang paling mempengaruhi tindakan Korea Selatan dalam mempertahankan Komplek Industri Kaesong adalah defense interest. Kepentingan defense interest dikatakan paling mempengaruhi karena ketika kerjasama tersebut sedang berjalan, keamanan dari wilayah serta warga negaranya mendapatkan ancaman dari Korea Utara, sehingga menyulitkan Korea Selatan untuk bisa menjaga keamanan wilayah serta warga negaranya di tengah kisruh hubungan kedua negara, dengan mempertahankan Komplek Industri Kaesong, Korea Selatan mempunyai jalan untuk menyelesaikan masalah – masalah dengan Korea Utara. meskipun demikian, kepentingan economy serta world order juga mempunyai peranan yang mempengaruhi kepentingan nasional Korea Selatan dalam mempertahankan Komplek Industri Kaesong dibanding dengan ideology. Penelitian ini diharapkan dapat memberikan gambaran bagi penstudi kepentingan nasional dalam menentukan dan menggambarkan kepentingan nasional suatu negara atas isu yang sedang dihadapi oleh Negara tersebut.
English Abstract
South Korea has a bad relation with North Korea. Although South Korea has a bad relation with North Korea, they have a cooperation on the economy, one of the economic cooperation is to build Kaesong Industrial Complex. In the middle of chaotic political relation between the two states, Kaesong Industrial Complex is the only cooperation that still survive and still maintained by South Korea. This thesis research aims to determine and illustrate the national interest of South Korea who is still preserved and maintained the Kaesong Industrial Complex in 2004 – 2013. The conceptual framework of national interest by Donald E. Nuechterlein is the tools for analyzing the national interest for this thesis. Having used the national interest concept to determine and illustrate the national interest of South Korea in its decision to preserve and maintained Kaesong Industrial Complex, it is known that the national interest that most influences the decision of the South Korea to take its decision to preserved Kaesong Industrial Complex is the defense interest. The defense interest was the most significant reason to preserved the Kaesong Industrial Complex because when the cooperation still underway, security of South Korea are being threatened by the North Korea, so its render difficult for South Korea to keep its area and citizen safe in the middle of the chaotic political relation between South Korea and North Korea. With its decision to preserved and maintained the Kaesong Industrial Complex, South Korea has a way to communicate and solve the relation problem with the North Korea. Nevertheless, economy and world order interest are have significant effect on the South Korea in its decision to still preserve the Kaesong Industrial Complex in 2004 – 2013. Whereas ideological interest seems not giving any significant impact on the South Korea in its decision to still preserved the Kaesong Industrial Complex in 2004 - 2013. This research was expected to provide an overview for national interest studies in determining and illustrating the national interest of a State of the current issue faced by that State.
