Abstract
Pembentukan Pola Kemitraan Kelompok Perempuan Mandiri Program Keluarga Harapan (KPM PKH) oleh Pemerintah Kota Batu adalah suatu upaya dalam melaksanakan percepatan penanganan masalah kemiskinan di Kota Batu. Kebijakan ini termuat dalam Peraturan Walikota Batu Nomor 26 tahun 2015. Melalui peraturan ini, maka pemerintah setempat bersama-sama dengan sektor swasta dan masyarakat khususnya peserta KPM PKH dapat bekerjasama dalam mewujudkan masyarakat yang mandiri dan sejahtera. Oleh karena itu, tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis implementasi kebijakan tentang percepatan penanganan masalah kemiskinan melalui pola kemitraan kelompok perempuan mandiri program keluarga harapan di Kota Batu serta faktor-faktor pendukung dan penghambat yang dialami dalam implementasi kebijakan tersebut. Penelitian yang dilaksanakan ini adalah penelitian deskriptif kualitatif yang menfokuskan penelitian pada tujuan kebijakan, proses implementasi kebijakan, komunikasi, sumberdaya, disposisi, struktur birokrasi serta faktor-faktor pendukung dan penghambat dalam implementasi kebijakan. Oleh karena itu, penulis melakukan pengumpulan data melalui teknik wawancara, observasi dan dokumentasi. Selanjutnya, data-data yang dikumpulkan dalam penelitian ini kemudian dikondensasi untuk memberikan data yang valid dan akurat sehingga dapat disajikan dan disimpulkan dengan tepat. Hasil penelitian menunjukkan bahwa kebijakan ini tidak dapat terlaksana dengan baik karena disebabkan oleh beberapa permasalahan pokok termasuk beberapa faktor-faktor penghambat yang dialami. Secara umum, aspek komunikasi antar setiap aktor dalam kebijakan ini belum terlaksana dengan lancar terutama komunikasi antara sektor swasta dengan target sasaran Selanjutnya, dalam proses pembinaan dan pendampingan belum terlaksana dengan efekti karena kurangnya sumberdaya khususnya sumberdaya manusia. Hal tersebut juga diperparah dengan sifat masyarakat yang cenderung pasif terhadap kebijakan ini. Selain itu, dalam implementasi kebijakan ini belum dibentuk SOP (Standard Operating Procedure). Hal tersebut mengakibatkan pelaksanaan tugas-tugas yang telah diperinci serta penyebaran tanggungjawab tidak dapat dilakukan secara teratur dan bertanggungjawab.
English Abstract
The establishment partnerships pattern of Kelompok Perempuan Mandiri Program Keluarga Harapan (KPM PKH) by Government of Batu City is an effort in acceleration of the handling to carry out the problem of poverty in Batu City. This policy is contained in Batu Mayor Regulation No. 26, 2015. Through this regulation, the local government with the private sector and the community especially KPM PKH participants may cooperate in realizing the independent and prosperous society. Therefore, the purpose of this study is to describe and analyze the policy implementation of Accelerating Poverty Reduction through Partnership of Kelompok Perempuan Mandiri Program Keluarga Harapan in Batu City as well as enabling and inhibiting factors that experienced in the implementation. The research is a qualitative descriptive study and focuses on policy objectives, the process of policy implementation, communication, resources, disposition, bureaucratic structure as well as enabling and inhibiting factors in policy implementation. Therefore, the author conducted data collection through interview, observation and documentation. Furthermore, the data collected in this study then condensed to provide valid and accurate data that can be presented and summarized appropriately. The results show that this policy can not be implemented properly caused by several main issues including some inhibiting factors experienced. In general, the communication aspect between each actor in this policy has not been effectively implemented, especially communication between the private sector and the targets. Furthermore, in the process of coaching and mentoring has not been implemented effectively because of the lack of resources, especially human resources. It is also exacerbated by the attitudes of target communities that tend to be passive towards this policy. In addition, in the implementation of this policy has not formed SOP (Standard Operating Procedure). This resulted in the implementation of detailed tasks and the dissemination of responsibilities can not be done regularly and responsibly.
