Abstract
Pemerintah Daerah melalui Komite Olahraga Nasional Indonesia & Dinas Kepemudaan dan Olahraga Kota Malang melakukan upaya untuk meningkatkan prestasi olahraga di Kota Malang.Tetapi Komite Olahraga Nasional Kota Malang yang memiliki wewenang lebih dalam mengelolah olahraga di Kota Malang. Upaya pemerintah daerah melalui KONI bertujuan untuk menghasilkan prestasi bagi atlet, Kota Malang, dan Indonesia. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Komite Olahraga Nasional Indonesia Kota Malang memiliki beberapa program yang digunakan untuk mendukung upaya pemerintah dalam meningkatkan prestasi olahraga. Dari hasil penelitian menunjukkan bahwa yang dilakukan oleh Komite Olahraga Nasional Indonesia Kota Malang adalah dengan cara (1) Pengelolaan dana olahraga dengan transparan dan akuntabilitas; (2) Program teknis olahraga; (3) Program non teknis olahraga. Dimana semua program tersebut membahas tentang bagaimana meingkatkan prestasi olahraga, meningkatkan prestasi atlet dan pelatih, pemberian penghargaan, sarana prasarana, pemasyarakatan olahraga, dan kerjasama antar dinas yang terkait. Selain itu terdapat kendala utama dalam upaya meningkatkan prestosi olahraga di Kota Malang, yaitu buruknya pembinaan berkelanjutan bagi para atlet. Berdasarkan kesimpulan dari penelitian yang dilakukan, saran yang diberikan adalah Komite Olahraga Nasional Indonesia Kota Malang harus mengoptimalkan pembinaan berkelanjutan untuk olahraga, khususnya untuk olahraga bridge. Selain itu Pemerintah Daerah harus bias mensosialisasikan olahraga bridge kepada masyarakat supaya olahraga bridge mempunyai dukungan penuh dari masyarakat Kota Malang.
English Abstract
Malang City’s local government through the Indonesia’s national sports committee and department of youth and sports of Malang city take several efforts to improve the achievement of sports in the region. The Indonesia’s national committee of sports of Malang city has more authority in managing sports in Malang City than the department of youth and sports. The efforts of local government for athletes, Malang city, and Indonesia. This study used a descriptive method with qualitative approach. Indonesia’s national sports committee of Malang city has several programs that are used to support the government efforts in improving the sports achievement in the region. The result of the study showed that there are three programs conducted by the Indonesia’s national committee of sports in Malang city to improve the achievement in sports. 1) Transparency and accountability in managing the sports’ fund. 2) Sports technical programs. 3) Sports non-technical programs. All those programs are meant to improve the sports achievement, to improve the athletes and the coaches’ skills, to improve the infrastructure needed, to promote sports, also to improve the collaboration between related agencies. However, the programs are not going smoothly. There is a problem in improving the achievement. The problem is that the continuous training for the athletes is managed poorly. Based on the conclusion of the study, it suggested that the Indonesia’s national sports committee should optimize the continuous training of the athletes, especially on contract bridge. It is also suggested that the local government should promote contract bridge to the citizen in the region to gain supports from the citizen.
