Abstract
E-tendering adalah tata cara pemilihan penyedia barang/jasa yang dilakukan secara terbuka dan dapat diikuti oleh semua penyedia yang terdaftar pada Sistem Pengadaan Secara Elektronik (SPSE) dengan cara menyampaikan satu kali penawaran dalam waktu yang telah ditentukan. Penerapan e-tendering di Indonesia diselenggarakan oleh Layanan Pengadaan Secara Elektronik (LPSE). Seluruh K/L/D/I termasuk Pemerintah Kabupaten Nganjuk diwajibkan membentuk LPSE untuk menyelenggarakan SPSE serta memfasilitasi Unit Layanan Pengadaan/Pejabat Pengadaan dalam melaksanakan pengadaan secara elektronik. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis penerapan e-tendering dalam proses pengadaan barang/jasa di Kabupaten Nganjuk serta faktor pendukung dan penghambat penerapannya. Penelitian ini menggunakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi, dan dokumen. Peneliti menggunakan model analisis data interaktif Miles, Huberman, dan Saldana dengan melakukan tahap-tahap seperti pengumpulan data, kondensasi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil dari penelitian ini adalah penerapan e-tendering dalam proses pengadaan barang/jasa di Kabupaten Nganjuk relatif sesuai apabila mengacu pada empat tahap strategi penerapan e-tendering menurut Indrajit, yang pertama yaitu tahap Disclosure (sosialisasi kepada pihak-pihak terkait, pelayanan pelatihan dan dukungan teknis pengoperasian aplikasi SPSE), yang kedua yaitu tahap Registration and Distribution (pengelolaan registrasi dan verifikasi para pengguna SPSE), yang ketiga yaitu tahap Electronic Bidding (proses lelang yang elektronis, pengelolaan dan pengamanan infrastruktur), dan yang keempat adalah tahap Advanced Support Services (pembangunan infrastruktur lebih lanjut untuk menunjang penerapan e-tendering). Faktor pendukung yang ditemukan peneliti yaitu regulasi, sumber daya manusia, dan peran serta semua pihak yang terkait. Sedangkan faktor penghambatnya yaitu aplikasi SPSE yang mengalami trouble, beberapa penyedia yang tidak melengkapi syarat pendaftaran pengguna SPSE, dan adanya paket pengadaan yang gagal lelang. Saran yang peneliti ajukan di antaranya yaitu LPSE Nganjuk sebaiknya mengadakan kembali sosialisasi, perlunya penambahan bandwidth, berkoordinasi dengan LKPP terkait jadwal maintenance server SPSE, dan memperkuat sinergisitas untuk menindaklanjuti masalah paket pengadaan yang gagal lelang.
English Abstract
E-tendering is an openly selected procedure for the selection of goods/services providers and can be followed by all providers registered in the Electronic Procurement System (SPSE) by delivering a one-time offer within a specified time. The implementation of e-tendering in Indonesia is organized by Electronic Procurement Service (LPSE). All K/L/D/I including Nganjuk Regency Government are required to establish LPSE to organize SPSE and facilitate Procurement Services Unit/Procurement Official in carrying out electronic procurement. This research aimed to describe and analyze the implementation of e-tendering in the procurement process of goods/services in Nganjuk Regency and the factors that support and inhibit its implementation. This research used descriptive research type using qualitative approach. Data collection techniques used in this research were interviews, observations, and documents. Researcher used interactive data analysis model of Miles, Huberman, and Saldana by performing stages such as data collection, data condensation, data display, and conclusion drawing/verification. The result of this research is that the implementation of e-tendering in the procurement process of goods/services in Nganjuk Regency is relatively appropriate when referring to four stages of e-tendering implementation strategy according to Indrajit, the first is the Disclosure stage (socialization to related parties, training and technical support services of the operation of the SPSE application), the second is the Registration and Distribution stage (management of registration and verification of SPSE users), the third is the Electronic Bidding stage (electronic tender process, infrastructure management and security), and the fourth is the Advanced Support Services stage (further infrastructure development to support the implementation of e-tendering). The supporting factors found by researcher are the regulations, human resources, and the participation of all related parties. While the inhibiting factors are SPSE applications that have trouble, some providers who do not complete the SPSE user registration requirements, and the existence of procurement packages that failed the auction. Suggestions proposed by researcher are that LPSE Nganjuk should re-socialize, need additional bandwidth, coordinate with LKPP related to SPSE server maintenance schedule, and strengthen the synergy to follow up the problem of procurement packages that failed the auction.
