Abstract
Pada skripsi ini penulis mengangkat permasalahan Kewajiban kepemilikan tanda daftar industri pada industri kecil. Pilihan tema tersebut dilatarbelakangi adanya pengusaha industri kecil yang tidak memilik tanda daftar industri atau surat izin usaha perdagangan, sehingga hal ini berakibat pada usaha mikro dan sistem perizinan. Berdasarkan latar belakang tersebut, penulis mengangkat rumusan masalah : (1). Bagaimana Implementasi Pasal 12 Peraturan Daerah Kota Malang Nomor 8 Tahun 2010 Tentang Penyelenggaraan Usaha Perindustrian Dan Perdagangan Terhadap Kewajiban Kepemilikan Tanda Daftar Industri Pada Industri Mikro ? (2). Apa hambatan yang dihadapi oleh Badan pelayanan perijinan terpadu dalam penerapan Pasal 12 Peraturan Daerah Kota Malang nomor 8 tahun 2010 dan bagaimana upaya untuk menghadapi hambatan tersebut ? Jenis penelitian yang digunakan penulis untuk menjawab permasalahan tersebut adalah yuridis empiris dengan metode pendekatan yuridis empiris. Data kualitatif adalah data yang bersifat empiris, data tersebut dapat berupa dokumentasi dari kejadian-kejadian nyata. Dari hasil penelitian dengan metode diatas, penulis memperoleh jawaban atas permasalahan yang ada bahwaBP2T merekomendasikan dibentuknya tim teknis yang komprehensif yang terdiri dari beberapa starf ahli dari SKPD yang terlibat dalam lingkup bidang perizinan usaha.
English Abstract
On this minor-thesis the researcher raises issue about liability sign of ownership in industrial micro. The problem were caused by confirmation of a small industrial entrepreneurs are not having an industrial registration certificate or business license, so this results in micro and licensing system. The research problem raised in this study: (1). How Implementation of Article 12 of Malang City Regulation No. 8 of 2010 on the Implementation of Industry and Trade Business Owners Liability on Industrial Registration On Micro Industries? (2). What are the obstacles faced by the Agency for licensing services integrated in the application of Article 12 of Regulation No. 8 of Malang City in 2010 and how efforts to address these barriers? This type of research used by the author to answer these problems are empirical jurisdiction with empirical juridical approach. Qualitative data is empirical data, the data may be in the form of documentation of real events. From the research results to the above method, the authors obtain answers to existing problems that BP2T recommended the establishment of a comprehensive technical team consisting of several experts from SKPD starf involved in the scope of business licensing.
