English Abstract

This research has been conducted on the basis of HIV/AIDS epidemic growth in Indonesia. The province in Indonesia with the highest amount of HIV virus sufferers and has been establish Provincial AIDS Mitigation Commission is DKI Jakarta Province. Based on that condition, the analysis of AIDS mitigation strategy is required. This research is analyze of Provincial AIDS Mitigation Commission of DKI Jakarta Province strategy, the role of stakeholders, and the supporting and inhibiting factors of Provincial AIDS Mitigation Commission of DKI Jakarta Province strategy. The type of this research is used descriptive research type with qualitative approach. Strategy of Provincial AIDS Mitigation Commission of DKI Jakarta Province are consists of three phases, that are the first phase is strategic plan (RENSTRA) formulation in 2013 – 2017. The second phase is the implementation of mitigation strategy which are dividing into 4 (four) component programs, that are first, the elaboration of prevention efforts, second is improvement and care services elaboration, support and treatment, third is mitigation of HIV and AIDS impact and policy development and fourth is program management in establishing a conducive environment. The third phase is monitoring and evaluation, by creating a fast track program. The results of this research is also indicate the active involvement of stakeholders which is consists of nine working groups (POKJA), more than 35 active NGOs, and society support in the form of Citizens Care AIDS (WPA). The supporting factors of AIDS mitigation strategy that are DKI Jakarta Province Government support, human resources, active participation of NGOs in the activities of HIV and AIDS mitigation, society supports, technology utilization in information dissemination. Besides the supporting factors, there are several inhibiting factors that are the process of personnel mutation, counterproductive regulations, unsafe and unhealthy behavior from key populations and their customers (lack of condom use) and society mindset The strategy that have been run by Provincial AIDS Mitigation Commission of DKI Jakarta Province were successfully conducted, it can be seen from the mapping results, but the partnership with the private sector has not seen stand out on the AIDS mitigation activities in DKI Jakarta Province. The dissemination of information through Internet technology also need more attention intensively and updated continuously.
