Abstract
Ketimpangan Regional terjadi akibat adanya perbedaan sumberdaya, perbedaan faktor produksi, dan kebijakan masing-masing daerah. Kegiatan ekonomi yang berbeda di tiap daerah menimbulkan disparitas laju pertumbuhan ekonomi antar daerah sehingga terjadi pemusatan konsentrasi industri pada wilayah tertentu membentuk aglomerasi industri. Tujuan dari penelitian ini adalah untuk menganalisis pengaruh aglomerasi industri terhadap ketimpangan regional di Pulau Jawa. Penelitian ini menggunakan data sekunder dari 6 Provinsi yaitu Provinsi Banten, Provinsi DKI Jakarta, Provinsi Jawa Barat, Provinsi Jawa Tengah, Provinsi DIY, dan Provinsi Jawa Timur dianalisis menggunakan Indeks Williamson, Indeks Hoover Balassa, dan Regresi Data Panel dengan pendekatan efek tetap (Fixed Effect Model) dan Dummy Dependent Variable. Penggunaan dummy wilayah dalam penelitian ini bertujuan untuk melihat variasi kondisi ketimpangan regional 6 provinsi di Pulau Jawa selama periode tahun 2009 hingga 2013. Berdasarkan hasil estimasi Regresi Data Panel, ditemukan bahwa terdapat pengaruh variabel aglomerasi dan pertumbuhan ekonomi terhadap ketimpangan regional yang terjadi di Pulau Jawa. Hasil estimasi Regresi Data Panel mengindikasikan adanya peningkatan aglomerasi industri berdampak positif memperbaiki ketimpangan regional di Pulau Jawa (spread effect). Bentuk spread effect aglomerasi salah satunya adalah migrasi penduduk ke kota-kota besar (urbanisasi) dapat mengabsorsikan tenaga kerja yang terampil dan mengurangi pengangguran di wilayah belakang. Dengan demikian, diperlukan adanya perluasan pusat-pusat pembangunan pengembangan industri manufaktur yang merata pada daerah yang berpotensi meningkatkan daya saing industri. Dengan menumbuhkan titik-titik konsentrasi baru maka industri baru dapat berkembang dan terspesialisasi sehingga percepatan aglomerasi meningkatkan pertumbuhan ekonomi dan mengurangi ketimpangan regional. Selain itu, peran pemerintah dibutuhkan untuk meningkatkan sarana prasarana di berbagai bidang misalnya pendidikan, kesehatan, sarana transportasi untuk memudahkan mobilitas masyarakat
English Abstract
Regional Inequality occurs due to differences in resources, production factors differences, and policies of each region. Different economic activities in each region caused a disparity in the rate of economic growth between regions so that concentration of industrial concentration in certain regions formed industrial agglomeration. The purpose of this study was to analyze the effect of industrial agglomeration on regional inequality in Java. This study used secondary data from 6 provinces namely Banten Province, DKI Jakarta Province, West Java Province, Central Java Province, DIY Province, and East Java Province were analyzed using Williamson Index, Hoover Balassa Index, and Data Panel Regression with fixed effect approach (Fixed Effect Model) and Dummy Dependent Variable. The use of dummy area in this study aims to see the variation of regional inequality conditions 6 provinces in Java Island during the period of 2009 to 2013. Based on the estimation of Data Panel Regression, it is found that there is an influence of agglomeration variable and economic growth to regional inequality occurring in Java Island. The results of the Panel Data Regression estimation indicate that an increase in industrial agglomeration has a positive impact on improving regional inequality in Java (spread effect). The form of spread effect of agglomeration, one of which is the migration of population to big cities (urbanization) can distort skilled labor and reduce unemployment in the back area. Thus, it is necessary to expand the development centers of equitable manufacturing industry development in areas that have the potential to increase industrial competitiveness. By growing new concentration points, new industries can grow and specialize so that acceleration of agglomeration increases economic growth and reduces regional inequality. In addition, the role of government is needed to improve infrastructure facilities in various fields such as education, health, transportation facilities to facilitate community mobility
