Abstract
Predikat yang disandang Pemerintah Kabupaten Bojonegoro sebagai percontohan pemerintahan daerah terbuka (Open Government Partnership Subnational Government Pilot Program) menjadi prestasi yang membanggakan sekaligus menjadi tantangan dalam tataran praktisnya. Pelaksanaan praktik OGP bukan merupakan hal yang mudah. Oleh karena itu, diperlukan suatu tata kelola pemerintahan kolaboratif dalam mensukseskan hal tersebut. Untuk menganalisis proses kolaborasi tersebut, maka digunakan Teori dan Konsep Collaborative Governance dengan menggunakan model yang dikemukakan oleh Ansel dan Gash (2007:543-571). Penelitian ini bertujuan untuk: (1) mendeskripsikan dan menganalisis proses kolaborasi yang dilakukan Pemerintah Kabupaten Bojonegoro dalam pelaksanaan Open Government Partnership (OGP) di Kabupaten Bojonegoro; dan (2) mendeskripsikan faktor-faktor pendukung dan penghambat Collaborative Governance dalam pelaksanaan Open Government Partnership (OGP) di Kabupaten Bojonegoro. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Sumber data diperoleh dari data primer dan sekunder. Teknik pengumpulan data dilakukan dengan wawancara secara mendalam (in-depth interview), observasi, dan telaah dokumen. Teknik pemilihan narasumber menggunakan teknik purposive sampling dengan menggunakan strategi snowball sampling. Lokasi penelitian dilakukan di Kabupaten Bojonegoro dan situs penelitian dilakukan di Dinas Komunikasi dan Informatika Kabupaten Bojonegoro. Untuk menjamin keabsahan data, maka digunakan triangulasi data. Sedangkan teknik analisis data yang digunakan adalah Model Interaktif Miles, Huberman, dan Saldana (2014). Hasil penelitian ini menunjukkan bahwa Pemerintah Kabupaten Bojonegoro telah melakukan tata kelola pemerintahan kolaboratif (collaborative governance) yang efektif dengan aktor bisnis, komunitas masyarakat sipil, dan akademisi dalam melaksanakan open government partnership (OGP). Hal ini ditandai dengan adanya Forum Dialog Publik setiap Jumat di Pendopo Malowopati Bojonegoro, adanya keterbukaan Pemerintah Kabupaten Bojonegoro dalam membangun partisipasi publik yakni dengan membuka berbagai ruang aspirasi dan partisipasi, dilaksanakannya action plan Open Government Partnership (OGP) Pemerintah Kabupaten Bojonegoro, dan adanya berbagai pencapaian yang signifikan dari hasil kolaborasi antar aktor tersebut. Penelitian ini juga menemukan adanya faktor pendukung dan faktor penghambat dalam Collaborative Governance. Oleh karena itu, penelitian ini juga berupaya memberikan saran terkait hal tersebut.
English Abstract
The predicate which is owned by the Government of Bojonegoro Regency as Open Government Partnership Subnational Government Pilot Program becomes a proud achievement as well as a challenge in the practical level. The implementation of Open Government Partnership (OGP) is not an easy task. Therefore, a collaborative governance is needed in order to succeed it. To analyze the process of collaboration, the theory and concept of Collaborative Governance is used, especially by using model which was proposed by Ansel and Gash (2007:543-571). This research aimed to: (1) describe and analyze the collaboration process which is conducted by the Government of Bojonegoro Regency in the implementation of OGP in Bojonegoro Regency; and (2) describe supporting and inhibiting factors of Collaborative Governance in the implementation of OGP in Bojonegoro Regency. The research kind was descriptive with qualitative approach. The data source was collected from the primary and secondary data. Data collection technique was conducted by in-depth interview), observation, and documentation. Selection of informant technique used purposive sampling technique by using snowball sampling strategy. The research location was Bojonegoro Regency and the research site was Department of Communication and Informatics in Bojonegoro Regency. To ensure the data validity, triangulation data was used. Furthermore, data analysis technique was the Interactive Model of Miles, Huberman, and Saldana (2014). This research result showed that the Government of Bojonegoro Regency has implemented effective Collaborative Governance with business actor, the civil society community, academia in implementing OGP. It indicates from the existence of Public Dialogue Forum every Friday in Malowopati Pavilion Bojonegoro, the openness of the Government of Bojonegoro Regency in developing public participation by opening several aspiration and participation room, the implementation of OGP action plan of the Government of Bojonegoro Regency, and the significant achievement from actor collaboration. This research also found the presence between supporting and inhibiting factors in the collaborative governance. Therefore, this research also trying to provide recommendations related to it.
