Abstract
The Development efforts that being actively implemented by many developing countries are generally oriented in how to improve and elevate standard of living of society become more prosperous. There are many policies estabilished by the government in order to support economic development, one of them is by build up the urban area became the center of business and economy. One example about it development is happening in Batu City, With that development process which is massive one. In this development actually sustainable development must be implemented. This one is to support a need of people in this era also for the future era. So that, the development is not broke an environment. One of example about the development is in the process of Hotel Construction the Rayja which is get the permission from the government of Batu City. Even the construction itself is near from the water resource. The purpose of this research are to understand and deep study about how the permission can be publish and also the role of social capital in the rescue effort of water resource umbul gemulo Batu city and also talking about water management at there, is it appropriate with the regulation or not. This research used data analysis by working with data, organization, analysis and drawing conslusion. According to the result of research this construction is brake some rule those are a rule about water resource and rule about spatial planning of batu city. Core of the problem is that construction near from the water resource which is can threat a water resource going to be die. In the regulation the construction is permit to be build if it around 200 meter or more, but in this case the Rayja is build by the distance from Water Resource is only 150 meter. So that in the other hand this water resource is very important for a water needs of society around the water resource. More than 3 village use this water resource as their water supply. Because of this so the society make a movement based on the social capital.The role of Social Capital in the rescue effort of water resource umbul gemulo actually has several benefits to the people, according to the result of the research actually social capital has a main function to make a society going to be unite and doing some movement that has a main focus to maintain their water resource named Umbul Gemulo. Beside that the important one is how the society has an increase their knowledge about the regulation and justice court because along the rescue effort, the society is through an adjudication process/Litigation process.
