Abstract
Penelitian ini menganalisis praktik sosial pemberdayaan masyarakat pada kelompok Posdaya. Latar belakang munculnya kajian ini berdasarkan pada adanya permasalahan kemiskinan yang dihadapi oleh masyarakat yang ada di Desa Ngroto sehingga memunculkan kegiatan pemberdayaan melalui pendirian Posdaya. Namun dalam kegiatan pemberdayaan tersebut terdapat permasalahan yang menghambat proses pemberdayaan. Tujuan dari penelitian ini adalah untuk menganalisis penyebab tidak efektifnya kegiatan pemberdayaan pada posdaya. Penelitian ini menggunakan teori strukturasi Anthony Giddens sebagai landasan analisis. Melalui serangkaian tindakan yang dilakukan oleh agen-agen dengan memanfaatkan adanya struktur yang berupa aturan dan sumberdaya sehingga menciptakan keterulangan praktik sosial lintas ruang dan waktu melalui dualitas struktur. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Pemberdayaan pada posdaya menunjukan model pemberdayaan yang bersifat bottomup yang dilakukan melalui 3 tahapan yakni penyadaran, pengkapasitasan, dan pendayaan dengan pembentukan kelompok berdasarkan minat dan keahlian anggota. Proses partisipasi dapat dilihat dari anggota yang dilibatkan dalam perencanaan tahap awal pembentukan kelompok posdaya, perancangan program, dan pelaksanaan kegiatan. Pada tahap perencanaan program pemberdayaan awalnya partisipasi mereka tinggi, namun ketika berada dalam fase praktik pemberdayaan pada posdaya, terdapat dominasi dari ketua posdaya. Sehingga membuat partisipasi anggota menjadi menurun. Namun demikian tingkat partisipasi yang dikatakan lebih rendah dari partisipasi aktif ini sebetulnya tidak mengingkari prinsip partisipasi dalam pemberdayaan yang berusaha untuk melibatkan mereka dalam elemenelemen pembangunan berbasis masyarakat. Praktik pemberdayaan pada posdaya menjadi tidak efektif ketika mucul permasalahan internal dalam pendirian koperasi posdaya yang menimbulkan pro dan kontra, tidak adanya transparasi dana di susul dengan hambatan lainnya seperti pembagian bantuan yang tidak merata, hambatan permodalan, dan lemahnya jaringan pemasaran. Adanya dominasi ketua posdaya dalam membuat keputusan, memunculkan wacana pemberdayaan berupa hasil dari keputusan yang dibuat ketua posdaya dengan orang-orang terdekat, melalui forum komunikasi yang tidak melibatkan semua anggota. Legitimasi ditunjukkan dengan sanksi moral dari anggota posdaya kepada ketua posdaya berupa kepercayaan anggota yang menurun sehingga partisipasi anggota kelompok juga ikut menurun. Permasalahan tersebut kemudian menjadi penghambat berjalannya proses pemberdayaan pada posdaya
English Abstract
This research to analyze social practices of community empowerment in the posdaya. The background that emergence of this study based on the poverty problems faced by the community that existed in the Ngroto Village so it’s appearing empowerment activities through the establishment of posdaya. But in empowerment activities there is problems that constrained empowerment processes. The purpose of this research is to analyze cause is uneffectivity empowerment activities on posdaya. This research using the theory of structuration, Anthony Giddens as a basic of the analysis. Through a series of the acts performed by agents that using the structure of rules and resources so as to create repeatly social practices cross time and space through structure duality. This research is using methodology descriptive qualitative as a methods. Empowerment posdaya show on empowerment models that are bottom up. Which is over 3 the realization stage, capaciting, and powering with the formation of groups on the basis that interest and expertise members. The process can be seen participation of members involved in planning an early stage groups posdaya, the design of it programs, and activities. In following empowerment program as the training, at the beginning, member have a hig participation. But, when it comes to the phase empowerment practice there’s a domination of the posdaya’s leader. However the degree of participation is decrease. But than active participation this is not deny the participation in the empowerment trying to involve them in development elements based on community. Empowerment practices in posdaya ineffective when problem presents internally within the establishment of cooperatives posdaya that cause a pros and contra, the absence of transparency fund followed by another obstacles as distribution of the assist that not be spread evenly, modals, and the weakness of marketing. Domination from posdaya’s leader in making of decision, cause the discourse of empowerment as the product of a decision that make before by their leader with her closest people, through communication forums which is not invole the whole members. Legitimation is showed by moral sanctions from posdaya’s members to their leader such a trust of her team members that descend, so the participation of the members is descend too. Then the problem constrain the empowerment processes in posdaya.
