Abstract

Dalam pelaksanaan otonomi daerah khususnya di Kota Batu perlu adanya fungsi pengawasan agar visi dan misi Kota Batu dapat terwujud. Fungsi pengawasan yang dilaksanakan oleh Inspektorat Kota Batu yaitu sebagai pengawas internal dan pembinaan atas penyelenggaraan pemeirntah Kota batu. Inspektorat adalah lembaga perangkat daerah yang mempunyai tugas membantu Kepala Daerah dalam penyelenggaran pemerintahan daerah di bidang pengawasan dalam wilayah dan jajaran pemerintahan. Perlu diketahui bahwa efektivitas penyelenggaraan pengawasan Inspektorat daerah dalam mendukung pelaksanaan otonomi daerah dirasa merupakan suatu hal yang penting. Inspektorat diharapkan mampu mengidentifikasi dan meredam gejala yang dapat menghambat jalannya otonomi daerah di Kota Batu. Oleh karena itu, Inspektorat memiliki posisi sangat strategis sebagai katalisator dan dinamisator dalam mensukseskan jalannya pelaksanaan otonomi daerah. Sehingga inspektorat daerah sebagai pengawas internal dapat menjadi ujung tombak untuk mendukung pelaksanaan otonomi daerah yang bersih dan transparan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Tujuan dari penelitian ini adalah untuk mengetahui seberapa maksimal efektifitas pengawasan yang telah dilakukan oleh Inspektorat Kota Batu dalam mendukung pelaksanaan Otonomi Daerah, menganalisis hambatan yang dialami oleh Inspektorat Kota Batu dalam melaksanakan pengawasan, serta untuk mengetahui hasil dari efektifitas pengawasan yang telah dilakukan oleh Inspektorat Kota Batu dalam mendukung pelaksanaan Otonomi Daerah. Hasil dari penelitian ini menemukan bahwa kinerja Inspektorat Kota Batu dalam mejalankan perannya yaitu pengawasan dalam mendukung pelaksanaan Otonomi Daerah sudah berjalan secara efektif. Hal ini terlihat dari kinerja yang telah dilakukan oleh Inspektorat Kota Batu dalam kurun 5 (lima) tahun terakhir membuktikan bahwa temuan dilapangan yang berkaitan dengan tindak penyimpangan /pelanggaran yang dapat menghambat pelaksanaan Otonomi Daerah sudah menurun. Dapat kita lihat dari prosentase realisasi yang telah dilakukan oleh Inspektorat Kota Batu dalam menangani sebuah kasus pada tiap tahunnya sudah cukup baik. Dengan demikian dapat dikatakan bahwa kinerja pengawasan yang dilakukan oleh Inspektorat Kota Batu dalam mendukung pelaksanan otonomi daerah sudah cukup efektif karena bisa memberikan sumbangsih terhadap jalannya pelaksanaan otonomi daerah di Kota Batu.

English Abstract

In the implementation of regional autonomy, especially in Batu City it needs a supervisory function so that the vision and mission of Batu City can be realized. The supervisory function implemented by Inspektorat of Batu City is as internal supervisor and guidance on the implementation of Batu City government. Inspectorate is a regional apparatus agency that has the task of assisting the Regional Head in the administration of regional government in the field of supervision within the region and the ranks of government. Please note that the effectiveness of supervision of regional inspectorate in supporting the implementation of regional autonomy is considered an important thing. The Inspectorate is expected to be able to identify and mitigate symptoms that could hamper the regional autonomy in Batu City. Therefore, the Inspectorate has a very strategic position as a catalyst and dynamicator in the success of the implementation of regional autonomy. So that regional inspectorate as internal supervisor can be the spearhead to support the implementation of clean and transparent regional autonomy. This research uses descriptive research type with qualitative approach. The purposes of this research are to find out how maximum effectiveness of supervision has been done by Inspektorat of Batu City in supporting the implementation of Regional Autonomy, analyzing obstacles experienced by Inspectorate of Batu City in conducting supervision, and to elaborate the result of effectiveness of supervision which been done by Inspectorate of Batu City In support of the implementation of regional autonomy. The results of this study found that the performance of Inspektorat Batu City running its role of supervision in support of the implementation of Regional Autonomy has been running well. This is evident from the performance that has been done by the Inspectorate of Batu City in the last 5 (five) years proves that the findings in the field related to acts of irregularities / violations that can hamper the implementation of Regional Autonomy has decreased. However, there are technical obstacles in the implementation process such as the existence of SKPD that is less respond so that there is a need for strict sanctions to SKPD problem so that the supervision can run effectively in accordance with the time set.
