Abstract
Berdasarkan dengan kebutuhan masyarakat yang semakin meningkat dan juga pentingnya legalisasi tanah dalam kehidupan sekarang ini, BPN RI menetapkan suatu program pembuatan layanan rakyat untuk sertifikasi tanah dengan cara sistem layanan bergerak, yang disebut dengan Program Layanan Rakyat untuk Sertifikasi Tanah (LARASITA). LARASITA adalah layanan prima di bidang pertanahan yang dilaksanakan dengan mobil LARASITA untuk beberapa jenis layanan tertentu yang dapat diselesaikan dalam jangka waktu 1 hari. Bertujuan agar proses pelayanan pertanahan bisa dilakukan dimana saja dan memudahkan masyarakat dalam mengurus masalah pertanahan. Program ini telah dijalankan pada sekitar tahun 2010 berdasarkan dengan Peraturan Kepala Badan Pertanahan Nasional Republik Indonesia Nomor 18 Tahun 2009 tentang LARASITA. Kabupaten Sidoarjo ikut melaksanakan program LARASITA. Program LARASITA masih mengalami beberapa kendala dan hambatan sehingga proses pelayanan kurang efektif dan efisien. Penulis tertarik untuk melakukan penelitian mengenai Efektivitas Program Layanan Rakyat untuk Sertifikasi Tanah (LARASITA) di Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Adapun penelitian dilakukan di Kantor Pertanahan Kabupaten Sidoarjo. Teknik pengumpulan data yang di gunakan teknik wawancara, observasi, dan dokumentasi. Terdapat empat indikator yang ada dalam penelitian ini untuk mengukur tingkat efektifitas program LARASITA. Ketepatan sasaran program, sosialisasi program, tujuan program dan pemantauan program. Hasil penelitian menunjukkan bahwa program LARASITA sudah cukup efektif sesuai dengan tujuan program yaitu membantu dan memudahkan masyarakat dalam bidang pengurusan sertifikasi tanah dan tepat mengenai sasaran yaitu mencakup seluruh lapisan masyarakat Kabupaten Sidoarjo, dan telah dilakukan pemantauan oleh Kepala Seksi Pengendalian dan Pemberdayaan Masyarakat Kantor Pertanahan Kabupaten Sidoarjo. Tetapi dalam hal sosialisasi masih belum maksimal dalam penyampaian materi LARASITA. Dari hasil penelitian tersebut maka saran yang diberikan adalah meningkatkan sosialisasi program secara lebih intensif dan cara penyampaian sosialisasi dibuat dengan cara yang berbeda sehingga masyarakat dapat dengan mudah memahami program LARASITA dan dapat mengikuti program LARASITA dengan baik.
English Abstract
Based on the needs of the growing community and also the importance of legalization of land in this present life, BPN RI set a program of making community services for certification of land by mobile service system, called community Service Programme for certification of land (LARASITA). LARASITA is a community service excellence in the land sector held by LARASITA car that makes some kind of specific land services can be completed in a period of 1 day. The purpose is to accelerate some of land services, so it can be done anywhere and to make it easier for community in taking care of their land issue. This program has been running around 2010 based on the regulatory agency's head of national land of the Republic of Indonesia number 18 in 2009 about LARASITA. Sidoarjo has been joined the LARASITA Programme. LARASITA programme still run into some obstacles and barriers so the process of service is less effective and efficient. The author is interested in conducting research on the Effectiveness of the Program the community Land for Certification Services (LARASITA) in Sidoarjo. The research method used is descriptive qualitative approach method. As for the research carried out at the offices of the Land District of Sidoarjo. Data collection techniques in use interview techniques, observation, and documentation. There are four existing indicators in this study to measure the level of effectiveness of the program LARASITA. The precision of the target program, socialization program, the purpose of the program and monitoring programs. The results showed that LARASITA is enough effective programs in accordance with the objectives of the programme, namely to assist and facilitate the community in the field of maintaining the certification of land and right on target that is covering all the people in Sidoarjo and monitoring has been carried out by the head of the section control and community empowerment Land Office Sidoarjo. But in terms of socialization still not optimally in the delivery of the material LARASITA. From the results of research that the advice given is increasing socialization of the program in a more intensive way of delivery and dissemination is made in a different way so that people can easily understand the programs of LARASITA and LARASITA programs can be well.
