Abstract

Kota Malang merupakan salah satu kota yang berhasil mewujudkan program pemerintah disektor air bersih. Melalui pemerintah pusat Direktorat Jenderal Cipta Karya mendapat kepercayaan dan sekaligus tantangan untuk mencapai target dalam RPJMN 2015-2019 Bidang Cipta Karya dengan indikator yang populer disebut Program Prakarsa Permukiman 100-0-100 yaitu 100% akses air minum, 0% kumuh dan 100% akses sanitasi dilaksanakan mulai awal bulan tahun 2015. Selain itu PDAM sebagai fasilisator berinisiatif membuat sendiri perencanaan 100% air minum di Kota Malang yang tuntas pada tahun 2017. Pencapaian targetmemerlukan peran aktif pemerintah daerah, masyarakat, kontribusi dari seluruh stakeholder air minum, baik itu badan penyelenggara bahkan perusahaan melalui keterpaduan perencanaan, pelaksanaan dan pemantauan.Hal tersebut kemudian melibatkan jejaring kebijakan dalam pelaksanaan program cakupan pelayanan akses universal air minum yang dilakukan PDAM Kota Malang. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, karena melalui penelitian ini bisa diketahui mapping dari persiapan PDAM Kota Malang dalam mencukupi 100% kebutuhan air minum, dinamika implementasi 100% cakupan pelayanan air minum di PDAM Kota Malang, serta keterkaitan antar badan penyelenggara yang menentukan tingkat keberhasilan implementasi 100% pelayanan akses universal air minum di PDAM Kota Malang. Adapun analisis data model Spiral Boehm terdapat enam langkah yaitu komunikasi pelanggan, perencanaan, analisis resiko, perekayasaan, konstruksi, dan peluncuran, evaluasi pelanggan. Berdasarkan hasil penelitian menunjukkan bahwa mapping persiapan dilakukan secara terorganisir terdapat susunan kegiatan pelaksanaan dimulai dari persiapan perijinan sampai skema pendanaan program yang sempat mengalami kemacetan terhadap pencairan dana. Dinamika implementasi program PDAM dilaksanakan dengan empat tahapan. Tahapan tersebut menunjukkan kesesuaian implementasi program yang bisa mencapai keberhasilan. Sedangkan keterkaitan antar badan penyelenggara yang menentukan keberhasilan program menunjukkan bahwa banyak pihak yang ikut berpatisipasi. Namun pada keterkaitan kerjasama ini tidak diimbangi dengan aturan-aturan bertindak yang tertulis. Guna memperlancar jejaring kedepan, peneliti menyarankan pihak PDAM Kota malang sebagai BUMD seharusnya bisa meningkatkan profesionalisme terhadap kerjasama dengan pihak-pihak terkait yang dapat dilakukan dengan membuat semua aturan-aturan bertindak secara formal tertulis sehingga bersifat terikat dan bisa menjadi keberlanjutan yang saling memberi timbal balik.

English Abstract

Malang city is one of the cities that succeeded in realizing the government program in clean water sector. Through the central government, the Ditjen Cipta Karya has the confidence and challenge to achieve the target in the RPJMN 2015- 2019. The Cipta Karya field with popular indicators is called 100-0-100 Settlement Initiative Program, 100% access to drinking water, 0% slum and 100% access Sanitation is carried out from the beginning of the month of 2015. In addition PDAM as a facilitator initiative to make own 100% planning of drinking water in the city of Malang is complete in 2017. Achieving the target requires the active role of local government, community, the contribution of all stakeholders drinking water, Organizers and even companies through the integration of planning, implementation and monitoring. It then involves the policy network in the implementation of the program coverage of universal access services drinking water conducted PDAM Malang City. This research uses descriptive method with qualitative approach, because through this research can be known mapping of PDAM Malang City preparation in sufficient 100% of drinking water requirement, implementation dynamics 100% coverage of drinking water service in PDAM Malang City, as well as linkage between organizational body that determine level the successful implementation of 100% service of universal access of drinking water in PDAM Malang City. The data analysis of Spiral Boehm model there are six steps: customer communication, planning, risk analysis, engineering, construction, and launching, customer evaluation. Based on the result of research indicate that preparation mapping done organizedly there is arrangement of implementation activity starting from preparation of permit until funding scheme of program which had suffered congestion to fund disbursement. Dynamics of PDAM program implementation is implemented with four stages. These stages indicate the suitability of program implementation that can achieve success. While the inter-agency relationship that determines the success of the program indicates that many participating parties participate. However, the linkage of this cooperation is not matched by written rules of action.In order to launch the network in the future, the researcher suggests that PDAM Malang City as a BUMD should be able to increase the professionalism towards cooperation with related parties which can be done by making all rules of action formally written so that they are bound and can become mutual sustainability.
