Abstract
Penelitian ini bertujuan untuk menganalisis perhitungan biaya pelayanan yang harus dikeluarkan oleh Puskesmas Simo setiap melakukan pelayanan kesehatan, serta menganalisis pengaruh standar pelayanan UKP dan UKM puskesmas terhadap biaya pelayanan kesehatan. Penelitian ini menggunakan metode kuantitatif deskripstif dengan pendekatan studi kasus. Hasil penelitian perhitungan formulasi unit cost mendeskripsikan kenaikan jumlah kunjungan pasien berpengaruh terhadap naiknya jumlah biaya pelayanan. Analisis capaian standar Puskesmas Simo tahun 2013-2016 mengalami kenaikan dan penurunan sebesar 1% sampai 5%. Penurunan dan kenaikan standar pelayanan tidak mempengaruhi realisasi biaya pelayanan Puskesmas Simo karena adanya anggaran yang digunakan untuk kebutuhan pembelian sarana dan fasilitas penunjang pelayanan kesehatan untuk menaikkan standar pelayanan, yang di anggarkan tahun yang bersangkutan sehingga terjadi kenaikan anggaran meskipun standar pelayanan mengalami penurunan.
English Abstract
The research aims to analyze the calculation of service costs issued by Puskesmas (Community Health Center) Simo for every health service it provides, as well as to study the influence of service standards of UKP and UKM of the Puskesmas on health service cost. This descriptive quantitative research applies case-study approach. The result of the analysis on the calculation of unit cost formulation shows that the increasing number of patient visit affects the increase in the number of service costs. In addition, the analysis on the standard achievement of Puskesmas Simo during 2013-2016 shows an increase and a decrease by 1% to 5%. The trend, however, does not affect the realization of the Puskesmas’ service cost because of the adequacy of the budget used for the purchase of medical facilities and other supporting tools to raise the service standard. The budget is allotted in the respective year and thus increases the funds regardless the decrease of the service standards.
