Abstract

Penelitian ini berusaha untuk mendeskripsikan implementasi Blue Economy dalam Proyek ATSEA-2 yang dilakukan oleh UNDP dan KKP di Kepulauan Aru, Maluku dengan pembatasan waktu di tahun 2021-2022. Metode penelitian kualitatif deskriptif dipilih dengan wawancara dan studi pustaka sebagai teknik pengumpulan datanya. Analisa dalam penelitian ini dilakukan dengan teknik pengumpulan data, reduksi data, dan penyajian data serta penarikan kesimpulan.Penelitian ini ditinjau menggunakan konsep Blue Economy oleh Keen, dkk. dengan lima variabel implementasi Blue Economy yakni ketahanan ekosistem, keberlanjutan ekonomi, keterlibatan masyarakat, integrasi kelembagaan, dan kapasitas teknis. Fokus dunia terkait keberlanjutan sejauh ini fokus pada kehidupan di darat dan terminologi “green”, menjadikan laut sebagai komponen penting yang tertinggal dalam diskusi keberlanjutan. Padahal, laut tidak hanya menyediakan oksigen bagi keberlanjutan hidup manusia, namun juga ada potensi ekonomi besar di dalamnya. Kendati demikian, laut dan ekosistem di dalamnya terus terdampak berbagai masalah iklim yang disebabkan oleh perilaku manusia. Muncul berbagai inisiasi untuk melindungi laut dari ancaman sekaligus memperhatikan kesejahteraan masyarakat pesisir salah satunya adalah Arafura Timor Seas Ecosystem Approach oleh UNDP dan di Indonesia berkolaborasi dengan Kementerian Kelautan dan Perikanan. Implementasi Blue Economy kemudian dapat dideskripsikan dengan menemukan kesesuaian kegiatan ATSEA-2 di Kepulauan Aru Maluku dengan variabel implementasi Blue Economy. Adapun kegiatan ATSEA-2 di Kepulauan Aru Maluku antara lain adalah pembentukan kelompok pengawas masyarakat, pengembangan Ecosystem Approach to Fisheries Management, penguatan komunitas perempuan, dan perlindungan spesies hewan laut di wilayah Kepulauan Aru, Maluku. English Abstract

This research seeks to describe the implementation of the Blue Economy in the ATSEA-2 Project carried out by UNDP and KKP in the Aru Islands, Maluku with a time limit of 2021-2022. The descriptive qualitative research method was chosen using interviews and literature studies as data collection techniques. The analysis in this research was carried out using data collection techniques, data reduction, and data presentation as well as drawing conclusions. This research was reviewed using the Blue Economy concept by Keen, et al. with five Blue Economy implementation variables, namely ecosystem resilience, economic sustainability, community involvement, institutional integration, and technical capacity. The world's focus on sustainability has so far focused on life on land and the term "green", making the sea an important component that has been left behind in discussions of sustainability. In fact, the sea not only provides oxygen for the sustainability of human life, but also has huge economic potential in it. However, the sea and its ecosystems continue to be affected by various climate problems caused by human behavior. The Arafura Sea and the surrounding islands are not free from this problem. There have been various initiatives to protect the sea from threats while paying attention to the welfare of coastal communities, one of which is the Arafura Timor Seas Ecosystem Approach by UNDP and in Indonesia in collaboration with the Ministry of Maritime Affairs and Fisheries. The implementation of the Blue Economy can then be described by finding the suitability of ATSEA-2 activities in the Aru Islands, Maluku with the Blue Economy implementation variables. The ATSEA-2 activities in the Aru Islands, Maluku include the formation of a community monitoring group, development of an Ecosystem Approach to Fisheries Management, strengthening women's communities, and protection of marine animal species in the Aru Islands region, Maluku.
