Abstract
United Liberation Movement for West Papua (ULMWP), merupakan organisasi separatisme yang ingin memisahkan diri dari Indonesia. ULMWP menginginkan Papua Barat untuk merdeka dan menjadi negara sendiri. Untuk mencapai tujuan tersebut, ULMWP berusaha mendapatkan dukungan dari dunia internasional, khususnya negara-negara Melanesia melalui Melanesian Spearhead Group (MSG). MSG merupakan satu-satunya organisasi regional yang menerima entitas nonnegara sebagai anggotanya. Hal tersebut merupakan implementasi dari salah satu tujuan MSG untuk mendukung kebebasan bangsa Melanesia dari penjajahan dan penindasan. Pada awalnya Fiji, yang merupakan salah satu negara anggota MSG, menerima baik dan mendukung upaya ULMWP untuk bergabung. Namun, Fiji akhirnya berubah halauan dengan menolak keanggotaan ULMWP dan justru mendukung penuh kedaualatan Indonesia. Berubah halauannya Fiji berkaitan dengan upaya Indonesia dalam membangun hubungan bilateral antar kedua negara. Pada skripsi ini, penulis menggunakan metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan cara studi pustaka yang berasal dari berbagai sumber, seperti buku, jurnal, artikel, laporan resmi dari pemerintah, dan berita. dengan mendeskripsikan upaya diplomasi Indonesia ke Fiji. Penulis menggunakan konsep multitrack diplomacy sebagai alat untuk mendeskripsikan upaya diplomasi Indonesia ke Fiji pada tahun 2013-2018. Melalui multitrack diplomacy, penulis dapat mendeskripsikan bahwa diplomasi Indonesia sangat didominasi oleh aktor negara atau pemerintah (track one). Hal ini dibuktikan dengan aktivitas diplomasi Indonesia yang masih menggunakan cara-cara tradisional seperti pertemuan antar kepala negara, kesepakatan antar lembaga pemerintah negara, dan kerja sama. Meskipun begitu, penulis juga menemukan bahwa Indonesia juga melakukan diplomasi melalui track lain meskipun tidak sebanyak track one. Track lain yang digunakan oleh Indonesia yaitu track three (business), track five (research, training, and education), dan track eight (funding).
English Abstract
United Liberation Movement for West Papua (ULMWP), is a separatist organization that wants to separate itself from Indonesia. ULMWP wants West Papua to become independent and become its own country. To achieve this goal, ULMWP is trying to get support from the international community, especially Melanesian countries through the Melanesian Spearhead Group (MSG). MSG is the only regional organization that accepts non-state entities as members. This is an implementation of one of the MSG goals to support the freedom of the Melanesian people from colonialism and oppression. Initially Fiji, which is one of the MSG member countries, welcomed and supported ULMWP's efforts to join. However, Fiji finally changed course by rejecting ULMWP membership and instead fully supporting Indonesian sovereignty. Fiji's change of direction is related to Indonesia's efforts to build bilateral relations between the two countries. In this thesis, the author uses qualitative research methods. The data collection technique is carried out by means of literature studies originating from various sources, such as books, journals, articles, official reports from the government, and news. by describing Indonesia's diplomatic efforts to Fiji. The author uses the concept of multitrack diplomacy as a tool to describe Indonesia's diplomatic efforts to Fiji in 2013-2018. Through multitrack diplomacy, the author can describe that Indonesian diplomacy is very dominated by state or government actors (track one). This is proven by Indonesia's diplomatic activities which still use traditional methods such as meetings between heads of state, agreements between state government institutions, and cooperation. However, the author also found that Indonesia also carried out diplomacy through other tracks, although not as much as track one. Other tracks used by Indonesia are track three (business), track five (research, training, and education), and track eight (funding).
