Abstract

Inovasi tilang elektronik (ETLE) merupakan salah satu wujud program prioritas “Presisi” Polri berupa transformasi digital sistem penindakan tilang. Penelitian ini didasari oleh pengalaman peneliti menemukan pelanggaran lalu lintas kendatipun telah diterapkan inovasi tilang elektronik di wilayah hukum Polres Kendal. Penelitian yang bertujuan untuk menganalisis bagaimana Satlantas Polres Kendal melaksanakan proses inovasi tilang elektronik didasarkan pada teori model proses keputusan inovasi organisasi menurut Rogers (1983) yang menyampaikan tahapan proses suatu organisasi dalam memutuskan adopsi inovasi. Penelitian deskriptif dengan pendekatan kualitatif dipilih untuk membangun kerangka penelitian yang memiliki fokus pada pelaksanaan inovasi tilang elektronik dan faktor pendukung dan penghambat proses inovasi tilang elektronik di wilayah hukum Polres Kendal Provinsi Jawa Tengah. Dilaksanakan teknik wawancara, observasi, dan dokumentasi untuk mengumpulkan data di lapangan. Untuk menganalisis data yang telah diperoleh, penelitian ini menggunakan model interaktif menurut Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa inovasi tilang elektronik yang diterapkan oleh Satlantas Polres Kendal telah melalui keseluruhan tahapan sebagaimana yang dikemukakan oleh Rogers, yaitu tahap perintisan dan tahap pelaksanaan. Pelaksanaan tilang elektronik didukung dengan adanya pemimpin yang mendukung inovasi, tidak membutuhkan banyak personel pelaksana, adanya pelatihan bagi personel pelaksana, kemitraan dengan sektor swasta, serta adanya pengukuran dan apresiasi kinerja inovasi. Sementara itu, anggaran yang cukup mahal, fasilitas yang kurang memadai, kurangnya standar jumlah personel dan keterbatasam kuota pendidikan kejuruan (sertifikasi) untuk penegak hukum, sikap apatis masyarakat, permasalahan nopol yang tidak valid dan pelanggaran yang terbatas untuk ditindak, serta proses konfirmasi tilang yang cukup panjang menjadi penghambat jalannya tilang elektronik.

English Abstract

Electronic Traffic Law Enforcement innovation (ETLE) is one of the National Police's priority programs, Presisi. It is digital transformation of the ticketing enforcement system. This research is based on the experience of researchers finding traffic violations despite the electronic ticketing innovations have been implemented in the jurisdiction of Kendal Police Station. The research aims to analyze to what extent the implementation of electronic ticketing innovation by Kendal Police Station. The analysis is based on the theory of the organizational innovation decision process model according to Rogers (1983) which conveys the stages of an organization's process in deciding the adoption of innovation. Descriptive research with a qualitative approach is chosen to establish a research framework focusing on the implementation of electronic ticketing innovation, as well as the supporting and inhibiting factors in the electronic ticketing innovation process in the jurisdiction of Kendal Police Station, Central Java. Interview, observation, and documentation techniques are employed to collect field data. To analyze the obtained data, this study uses the interactive model according to Miles, Huberman, and Saldana. The research findings indicate that the electronic ticketing innovation implemented by Satlantas Polres Kendal has gone through all stages as proposed by Rogers, namely the initiation stage and the implementation stage. The implementation of electronic ticketing is supported by leaders who endorse innovation, minimal personnel needs, provision of training for personnel, partnership with the private sector, and innovation performance measurement/appreciation. However, corcerns such as the high budget, inadequate facilities, lack of personnel standards, limited vocational education quotas (certification) for law enforcement, apathetic public attitudes, invalid license plate issues, limited violations to be addressed, and the lengthy confirmation process for electronic tickets hinder its effectiveness.
