Abstract

Mengembangan sistem website desa di Indonesia menjadi salah satu bentuk kemajuan di bidang informasi & teknologi. Website desa menjadi alat yang berpotensi untuk memperkuat keterbukaan informasi kepada publik. Hal ini dapat mencerminkan komitmen pemerintah dalam memajukan pelayanan publik yang lebih efektif dan transparan. Permasalahan di Desa Sukonolo menjadikan akses pengembangan website desa sempat mengalami stuck. Hingga pada kondisi dimana kebijakan untuk pengembangan informasi dilakukan dengan adanya penciptaan website dengan domain yang minim dari program mahasiswa KKN FIA UB. Oleh karena itu tujuan dari penelitian ini adalah untuk mengetahui, menganalisis, dan mendeskripsikan implementasi serta faktor-faktor yang mempengaruhi dari pengembangan sistem website di Desa Sukonolo. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Problematika dalam penelitian ini di telaah berdasarkan teori implementasi kebijakan menurut Edward III yaitu berorientasi pada komponen antara lain komunikasi, sumber daya, disposisi/sikap implementator dan struktur birokrasi. Dimana jenis dan sumber data diperoleh dari data primer yang bersumber pada informan serta terdapat data sekunder penelitian berdasarkan dokumentasi maupun arsip Desa Sukonolo. Metode analisis yang penulis gunakan yakni konsep Miles & Huberman. Hasil penelitian ini menjelaskan bahwa pengembangan website desa Sukonolo berlangsung dengan berhasil. Hal tersebut diketahui berdasarkan analisis yang berkaitan dengan teori Edward III, pertama komunikasi antar implementator di Desa Sukonolo dilakukan sesuai dengan Peraturan Bupati Malang. Secara konsisten dan lurus dilaksanakan, berdasarkan hal tersebut sumber daya yang terdiri dari pengadaan staf sebagai implementator yang ditugaskan. Sikap para pelaksana dalam implementasi sudah cukup bijak. Artinya bahwa pemerintah desa tetap melaksanakan regulasi untuk menggunakan website desa sebagai bagian dari pelayanan publik. Dan secara struktur birokrasi berkaitan dengan SOP dan fragmentasi yang terjadi berlangsung baik.

English Abstract

Developing a village website system in Indonesia is one form of progress in the field of information & technology. The village website is a potential tool to strengthen information disclosure to the public. This can reflect the government's commitment to advancing more effective and transparent public services. The problem in Sukonolo Village made access to the development of the village website had been stuck. Until the condition where the policy for information development is carried out by creating a website with a minimal domain from the KKN FIA UB student program. Therefore, the purpose of this study is to know, analyze, and describe the implementation and influencing factors of website system development in Sukonolo Village. The type of research used is descriptive research with a qualitative approach. The problems in this study are examined based on the theory of policy implementation according to Edward III, which is oriented to components including communication, resources, disposition / attitude of implementers and bureaucratic structure. Where the types and sources of data are obtained from primary data sourced from informants and there are secondary research data based on documentation and archives of Sukonolo Village. The analysis method that the author uses is guided by the concept of Miles & Huberman. The results of this study explain that the development of the Sukonolo village website took place successfully. This is known based on communication between implementers in Sukonolo Village carried out in accordance with the Malang Regent Regulation. Consistently and straightly implemented, based on these resources consisting of procurement of staff as assigned implementers. The attitude of the implementers in the implementation is quite wise. This means that the village government continues to implement regulations to use the village website as part of public services. And structurally, bureaucracy related to SOPs and fragmentation that occurs is going well.
