Abstract
Penelitian ini membahas tentang wacana #BatalkanPermenaker2_2022 yang berputar di twitter saat terjadinya protes dalam menanggapi polemik isu JHT oleh netizen, penelitian ini sekaligus mengidentifikasi pengaruhnya kepada perubahan keputusan pemerintah. Saat ini twitter belum cukup dianggap sebagai suatu sumber kekuatan alternatif yang digunakan sebagai medium untuk melakukan pengawasan dan protes kepada pemerintah maupun jajarannya. Padahal, kekuatan media sosial telah terbukti seperti misalnya di China dengan Weibo yang digunakan untuk mengekspos kejahatan oknum tertentu, begitu pula di Indonesia pada tiga tahun terakhir dimana beberapa oknum pejabat dan aparat polisi tersandung kasus akibat disingkap melalui twitter. Dengan menggunakan pendekatan pragmatis, penulis menggunakan metode campuran antara kuantitatif dan kualitatif. Pengumpulan data dilakukan dengan alat kuantitatif SNA untuk memfiltrasi sampel wacana yang sangat masif. Dimana metode kualitatif digunakan untuk menganalisisnya, melalui analisis wacana foucauldian Arribas-Ayllon dan Walkerdine sebagai teori dan metode, diikuti dengan teori struktur catopticon Jean-Gabriel Ganascia, penelitian ini bertujuan untuk menganalisis wacana, mengidentifikasi bagaimana wacana tersebut bekerja dalam memengaruhi pemerintah, dan implikasi relasi kekuasaan antara masyarakat dan pemerintah dari proses tersebut. Hasil temuan dari penelitian ini yaitu teridentifikasi wacana apa saja yang disebarkan (corpus of statement), problematisasi, teknologi, posisi subjek, serta subjektifikasi dari wacana tersebut. Begitu pula dengan bagaimana mekanisme wacana ini bekerja dalam memengaruhi keputusan pemerintah, dan implikasi struktur catopticon dalam relasi kuasa antara netizen dan pemerintah, dimana netizen benar memengaruhi keputusan pemerintah menggunakan wacana jika dipandang melalui struktur catopticon, sekaligus memperkuat argumen bahwa media sosial memiliki kekuatan yang dipertimbangkan.
English Abstract
This research discuss about #BatalkanPermenaker2_2022 discourse that circulated throughout the protest between the netizens when responding to JHT’s polemic. This research also identify how the discourse influenced the government decisions. At the moment, twitter isn’t considered enough as one of the alternative source of power that being used as medium for surveilling or protest towards the goverment. Whereas the power of social media is proved, such as in china, the usage of weibo for exposing certain officials scandals, likewise in indonesia, in the recent last three years, certain government officials and a police officer was facing legal consequences because their scandal have been exposed through twitter. Using pragmatist approach, the writer used mixed-research methods that consists of quantitative and qualitative methodology. Data collection conducted using SNA quantitative instrument to filters the massive data that available on the internet. Whereas the qualitative methods is used for analyzing the data, using Arribas-Ayllon’s and Walkerdine’s foucauldian discourse analysis as a theory and methods, followed by Jean-Gabriel Ganascia’s Catopticon Structure, this research aims to analyze the discourse, identifying how the discourse work on influencing the government’s decisions, and the implication of the power relations between netizens and government from that process. This research found the circulations of the dominant discourse, the problematization that caused the discourse to be shaped, technology, subject-position, as well as subjectification from the discourse. Likewise on how the discourse work on influencing the government decision, and also the catopticon structure that implied in netizens and government power relations, where it’s proven that netizens did affect the government decision and their power is taken into consideration by looking it through the catopticon structure
