Abstract

Isu perusakan warisan budaya dunia di Suriah telah terjadi sejak tahun 2012. Sejak dimulainya konflik tersebut pada tahun 2011, konflik Suriah menjadi rumit dengan masuknya beberapa pihak, termasuk ISIS, yang mengakibatkan beberapa perusakan warisan budaya dunia. Hal ini memicu UNESCO untuk bertindak dengan berbagai respon, upaya, dan usaha untuk melindungi budaya-budaya tersebut. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan bagaimana dan peran apa saja yang dilakukan oleh UNESCO dalam menyikapi isu tersebut. Dalam hal ini, peran UNESCO dapat dikaji dan dianalisis melalui konsep dan teori peran organisasi internasional oleh Clive Archer dengan tiga variabelnya yaitu Instrument, Arena, dan Actor. Melalui teori Clive Archer, UNESCO telah berperan terkait isu tersebut sebagai Instrument, Arena, dan Actor. Dalam peran-peran tersebut, beberapa hal belum berjalan dengan efektif dikarenakan beberapa faktor internal Suriah yang masih belum stabil. Oleh karena itu, dalam penelitian ini, peran UNESCO sebagai Actor dinilai masih belum efektif sepenuhnya.

English Abstract

The issue of the destruction of world cultural heritage in Syria has been going on since 2012. Since the start of the conflict in 2011, the Syrian conflict has been complicated by the entry of several parties, including ISIS, which resulted in some destruction of world cultural heritage. This triggers UNESCO to act with various responses and efforts to protect these cultures. This study aims to analyze and describe how and what roles employed by UNESCO has played in addressing these issues. In this case, the role of UNESCO can be studied and analyzed through the concept and theory of the role of international organizations by Clive Archer with three variables, namely Instrument, Arena, and Actor. Through Clive Archer's theory, UNESCO has played a role in this issue as Instrument, Arena, and Actor. In these roles, several things have not run effectively due to several internal Syrian factors that are still unstable. Therefore, in this study, UNESCO's role as an actor is considered to be still not fully effective.
