Abstract

Pada karya tulis skripsi ini penulis mengangkat pembahasan terkait Pengawasan Satuan Polisi Pamong Praja Terhadap Pengimplementasian Pasal huruf i Peraturan Daerah Kota Malang Terkait Vandalisme di Kota Malang yang dikaitkan dengan aksi vandalisme pada vasilitas umum yang masih sering terjadi dan belum maksimal dalam penegakan aturan. Tujuan dari penelitian ini ialah untuk mengetahui, mengidentifikasi, serta menganalisis pengawasan satuan polisi pamong praja terhadap pengimplementasian pengawasan Satuan Polisi Pamong Praja terhadap pengimplementasian Pasal 7 huruf I dan K Peraturan daerah Kota Malang Nomor 02 Tahun 2012 Tentang Ketertiban Umum Dan Lingkungan terkait Vandalisme di Kota Malang dan faktor penghambat dan bagaimana upaya Satuan Polisi Pamong Praja Kota Malang untuk mengatasi hambatan terkait vandalisme di Kota Malang?terkait vandalisme di Kota Malang. Dari hasil penelitian penulis diperoleh permasalahan bahwa pelaksanaan dari pengawasan penegakan peraturan daerah terkait vandalisme belum sesuai dengan Pasal 7 huruf I dan K Peraturan daerah Kota Malang Nomor 02 Tahun 2012 Tentang Ketertiban Umum Dan Lingkungan dan aturan perundang-undangan terkait. Hal ini dikarenakan terdapat beberapa faktor penghambat pelaksanaan pengawasan. Faktor kendala secara eksternal berasal dari pemahaman masyarakat terkait vandalisme dan luas area dari kota malang. Selain itu terdapat faktor internal yaitu baik dari segi anggaran dan keterbatasan waktu penegakan.

English Abstract

In this thesis writing, the author raises a discussion related to Supervision of the Civil Service Police Unit on the Implementation of Malang City Regional Regulations Regarding Vandalism in Malang City which is associated with acts of vandalism in public facilities which still occur frequently and are not optimal in enforcing rules. The purpose of this study is to identify, identify, and analyze the supervision of the civil service police unit on the implementation of the supervision of the Civil Service Police Unit on the implementation of Article 7 letters i and k of Malang City Regional Regulation Number 02 of 2012 concerning Public Order and the Environment related to Vandalism in Malang City and the inhibiting factors and how are the efforts of the Malang Civil Service Police Unit to overcome obstacles related to vandalism in Malang City? related to vandalism in Malang City. From the results of the author's research, the problem is that the implementation of supervision of the enforcement of regional regulations related to vandalism is not in accordance with Article 7 letters i of Malang City Regional Regulation Number 02 of 2012 concerning Public Order and the Environment and related laws and regulations. This is because there are several factors inhibiting the implementation of supervision. External constraints come from people's understanding of vandalism and the area of Malang city. In addition, there are internal factors, namely both in terms of budget and time constraints for enforcement.
