Abstract

Minimnya keaktifan peserta menjadi kendala utama di dalam penyelenggaraan program studi independen bersertifikat. Kondisi demikian mendorong perlunya suatu evaluasi program studi independen bersertifikat sebagai bagian dari program pendidikan dengan menggunakan model evaluasi stake countenance. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dan difokuskan pada aspek antecedents (kondisi awal), aspek transaction (proses), aspek outcomes (hasil akhir). Teknik pengumpulan data di dalam penelitian ini menggunakan wawancara, dokumentasi, dan observasi. Adapun teknik analisis data yang digunakan pada penelitian ini, yaitu model interaktif Miles, Huberman, dan Saldaña (2014). Hasil penelitian ini menunjukkan bahwa pada aspek antecedents menjelaskan mengenai latar belakang bergabungnya SEAL dalam program studi independen bersertifikat beserta persiapan yang dilakukan pada program studi independen bersertifat batch 4. Pada aspek transaction, pelaksanaan program terdiri dari pembelajaran umum dan pengerjaan final project. Namun, proses pelaksanaan masih memiliki beberapa kendala, seperti minimnya keaktifan peserta, ruang lingkup pembelajaran terlalu luas, standar operasional prosedur yang masih belum optimal, miskomunikasi dengan mitra, durasi pembelajaran yang kurang optimal, dan anggota kelompok yang apatis selama pengerjaan final project. Evaluasi pembelajaran yang dilaksanakan oleh pihak SEAL pada saat program berjalan merujuk kepada initial assessment yang dilakukan sekali setelah program telah berjalan 1 bulan. Pada aspek outcomes, pemahaman peserta terhadap konsep transformasi digital telah mengalami peningkatan. Selain itu, setelah mengikuti program ini, kemampuan softskill peserta, seperti komunikasi dan kerjasama tim mengalami peningkatan. Lalu, untuk evaluasi akhir program yang dilaksanakan oleh pihak SEAL masih terdapat perbedaan standar nilai di antara kurikulum SEAL (tidak memakai nilai bulat) dengan standar nilai Kampus Merdeka (memakai nilai bulat) sehingga dikhawatirkan menyebabkan ketidakadilan pada penilaian ketika terjadi pembulatan nilai. Peneliti memberikan saran agar SEAL dapat menyusun dokumen standar operasional prosedur secara khusus yang mencakup segala prosedur mengenai penyelenggaraan program secara komprehensif, pengerucutan ruang lingkup pembelajaran, penyelarasan terhadap durasi pembelajaran, pengadaan matrikulasi materi bagi peserta, dan penguatan koordinasi kepada setiap mitra yang menjadi partner pada saat proses pengerjaan final project

English Abstract

The lack of participant engagement is a major obstacle in the delivery of certified independent study programmes. Such conditions encourage the need for an evaluation of certified independent study programmes as part of an educational programme using the stake countenance evaluation model. This research uses a qualitative approach with descriptive methods and focuses on the antecedents aspect (initial conditions), the transaction aspect (process), the outcomes aspect (final results). Data collection techniques in this study used interviews, documentation, and observation. The data analysis technique used in this research is the interactive model of Miles, Huberman, and Saldaña (2014). The results of this study show that in the antecedents aspect explain the background of SEAL joining the certified independent study programme along with the preparations made in the batch 4 certified independent study programme. In the transactions aspect, the implementation of the programme consists of general learning and final project work. However, the implementation process still has some obstacles, such as the lack of participant activeness, the scope of learning is too broad, the standard operating procedures are still not optimal, miscommunication with partners, less than optimal learning duration, and apathetic group members during the final project work. The learning evaluation conducted by SEAL during the programme refers to the initial assessment which is conducted once after the programme has been running for 1 month. In the outcomes aspect, participants' understanding of the concept of digital transformation has improved. In addition, after participating in this programme, participants' soft skills, such as communication and teamwork have improved. Then, for the final evaluation of the programme carried out by SEAL, there are still differences in grade standards between the SEAL curriculum (not using round scores) and the Merdeka Campus grade standards (using round scores), which is feared to cause injustice in the assessment when rounding scores occur. The author suggests that SEAL can compile a standard operating procedure document specifically covering all procedures regarding the implementation of the programme comprehensively, narrowing the scope of learning, aligning the duration of learning, providing matriculation material for participants, and strengthening coordination with each partner who becomes a partner during the final project process.
