Abstract
Penelitian ini bertujuan untuk: (1) mendeskripsikan bagaimana fungsi arsip statis KPU Pilkada tahun 2005, (2) mendeskripsikan bagaimana prosedur penyimpanan statis KPU Pilkada tahun 2005 yang ada di Dinas Perpustakaan dan Arsip Kabupaten Indramayu, (3) Faktor yang menjadi penunjang serta penghambat dalam prosedur tersebut. Penelitian ini menggunakan pendekatan penelitian kualitatif deskriptif. Dalam pengumpulan data teknik observasi partisipasi pasif, dokumentasi, serta wawancara semi terstruktur. Hasil temuan di lapangan Dinas Perpustakaan dan Arsip Kabupaten Indramayu belum optimal dalam memanfaatkan sesuai dengan arsipnya yakni sebagai sumber informasi, bahan pengambilan keputusan legalitas. Pada prosedur penyimpanan arsip berjalan sesuai dengan aturan ANRI dan juga teori yang diusung oleh Sugiarto dan Wahyono pada tahun 2015. Walaupun penyimpanan berjalan dengan baik, ditemukan beberapa kendala dihadapi seputar penyimpanan, daya manusia, fasilitas pendukung. Arsip hilang memberikan dampak pada kredibilitas arsip statis. Pemberian anggaran yang tepat untuk mengembangkan pengetahuan kepada sumber daya manusia dan perencanaan pada penyimpanan kembali pada pemindahan gedung akan memperbaiki ataupun memperbarui penyimpanan arsip statis di Dinas Perpustakaan dan Arsip Kabupaten Indramayu berjalan secara optimal.
English Abstract
This research aims to: (1) describe the functions of the static archives of the 2005 Regional Election Commission (KPU Pilkada), (2) describe the procedures for storing the static archives of the 2005 KPU Pilkada at the Library and Archives Office of Indramayu Regency, and (3) identify the supporting factors and obstacles in the storage procedures of these static archives. The research adopts a descriptive qualitative research approach. Data collection involves passive participant observation, documentation, and semi-structured interviews. Findings from the field indicate that the Library and Archives Office of Indramayu Regency has not fully optimized the utilization of archives according to their functions, such as serving as a source of infomiation, decision-making material, and legal documentation. While the archive storage procedures comply with the regulations of the National Archives of Indonesia (ANRI) and the theories proposed by Sugiaito and Wahyono in 2015, there are challenges related to storage procedures, human resources, and supporting facilities. The loss of archives has an impact on the credibility of static archives. Allocating appropriate budgets to enhance knowledge among human resources and planning for storage, especially in the context of relocating buildings, will improve and update the storage of static archives at the Library and Archives Office of Indramayu Regency to operate optimally.
