Abstract

IPM Jawa Timur 2017-2022 rendah dan tidak berbanding lurus dengan hasil IPM Kota Malang. Akreditasi pun masih fluktuatif, ditambah Rapor Pendidikan SMA Negeri Se-Jawa Timur yang mengindikasikan rendah pada eksplorasi, kepemimpinan, dan sumber daya. Dibutuhkan program Sistem Penjaminan Mutu Internal (SPMI) untuk membantu menjamin mutu pendidikan berdasarkan SNP. Penelitian ini bertujuan untuk mengetahui, memahami, mendeskripsikan, dan menganalisis implementasi SPMI beserta faktor pendukung dan faktor penghambatnya. Penelitian ini menerapkan metode penelitian deskriptif kualitatif. Fokus penelitian ini adalah input SPMI, proses SPMI, luaran SPMI, faktor pendukung SPMI, dan faktor penghambat SPMI. Lokasi penelitian berada di Kota Malang dan situs penelitian berada di SMA Negeri 2 Malang. Jenis data kualitatif dengan sumber primer dari observasi dan wawancara dan sumber sekunder dari dokumen penjaminan mutu. Teknik pemilihan informan menggunakan teknik non probability sampling dengan metode purposive sampling. Instrumen penelitian adalah peneliti sebagai instrumen, pedoman observasi terstruktur, pedoman wawancara terstruktur, pedoman dokumentasi, buku, dan perekam suara. Keabsahan data menggunakan uji kredibilitas dengan triangulasi teknik dan sumber, sedangkan analisis data menggunakan analisis data Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan adanya implementasi SPMI yang sesuai dengan peraturan dan mengacu pada SNP. Input SPMI terpenuhi lewat standar pendidik dan tenaga kependidikan, standar sarana dan prasarana, standar pengelolaan, standar pembiayaan, SPMI dijalankan secara internal, dan mengacu pada EDS, rapor mutu, dan rapor pendidikan. Proses SPMI dipenuhi lewat dijalankannya standar isi, standar proses, dan standar penilaian. Siklus SPMI dijalankan secara lengkap, dari pemetaan mutu, penyusunan rencana mutu, implementasi, evaluasi dan audit, dan penetapan standar mutu baru. Luaran SPMI mengacu pada standar kompetensi lulusan dan menghasilkan budaya mutu. Faktor pendukungnya berasal dari pendidik dan tenaga kependidikan, pendanaan, dan sarana prasarana. Faktor penghambatnya berasal dari beban kerja, kurangnya pendanaan, kurangnya kepedulian, dan pandemi.

English Abstract

The 2017-2022 East Java HDI is low and is not directly proportional to the Malang City HDI results. Accreditation is still fluctuating, plus the Education Report Cards for State High Schools in East Java indicate low levels of exploration, leadership and resources. An Internal Quality Assurance System (SPMI) program is needed to help guarantee the quality of education based on NES. This research aims to find out, understand, describe and analyze the implementation of SPMI along with its supporting and inhibiting factors. This research applies descriptive qualitative research methods. The focus of this research is SPMI input, SPMI process, SPMI output, SPMI supporting factors, and SPMI inhibiting factors. The research location is in Malang City and the research site is at SMA Negeri 2 Malang. Types of qualitative data with primary sources from observations and interviews and secondary sources from quality assurance documents. The informant selection technique uses a non-probability sampling technique with a purposive sampling method. The research instruments are the researcher as an instrument, structured observation guidelines, structured interview guidelines, documentation guidelines, books and voice recorders. Data validity uses a credibility test with triangulation of techniques and sources, while data analysis uses Miles, Huberman, and Saldana data analysis. The research results show that SPMI is implemented in accordance with regulations and refers to the NES. SPMI input is fulfilled through standards for educators and education personnel, standards for facilities and infrastructure, management standards, financing standards, SPMI is implemented internally, and refers to EDS, quality reports and education reports. The SPMI process is fulfilled through implementing content standards, process standards and assessment standards. The SPMI cycle is carried out completely, from quality mapping, preparation of quality plans, implementation, evaluation and audit, and establishing new quality standards. SPMI's output refers to graduate competency standards and produces a culture of quality. Supporting factors come from educators and educational staff, funding and infrastructure. The inhibiting factors come from workload, lack of funding, lack of concern, and the pandemic.
