Abstract

Pemerintah telah membentuk Program Indonesia Sehat dengan Pendekatan Keluarga (PIS-PK) untuk meningkatkan derajat kesehatan dan status gizi masyarakat. Namun, capaian Indeks Keluarga Sehat (IKS) dan kunjungan rumah di Indonesia, masih tergolong sangat rendah. Pandemi Covid- 19 yang berlangsung sejak awal tahun 2020 turut menyebabkan pelaksanaan PIS-PK semakin tersendat. Tujuan penelitian ini adalah untuk mengeksplorasi pelaksanaan PIS-PK. Penelitian ini menggunakan desain kualitatif melalui wawancara mendalam dan telaah dokumen, yang kemudian dianalisis secara deskriptif dengan metode analisis tematik. Dari hasil penelitian ini, didapatkan lima klaster tema yaitu Input Persiapan Puskesmas, Proses Pelaksanaan PISPK, Output PIS-PK, Kendala yang Terjadi Dalam PIS-PK, serta Rencana dan Harapan Perbaikan Sistem. Kesimpulan penelitian ini adalah capaian PIS-PK belum memenuhi target nasional akibat terdapat banyaknya permasalahan dalam penyelenggaraan PIS-PK, yakni pada input dan proses. Dibutuhkan perencanaan strategi kembali untuk memperbaiki penyelenggaraan PIS-PK kedepannya, khususnya dalam mengatasi setiap masalah dan kendala yang telah terjadi, seperti masalah pendanaan dan pendataan; kendala dari petugas; kendala dari masyarakat; masalah aplikasi; dan masalah edukasi masyarakat.

English Abstract

The government has formed the Healthy Indonesia Program with a Family Approach (PIS-PK) to improve the health and nutrition status of the society. However, achieved Family’s Health Index and home visits in Indonesia, are still very low. Covid-19 pandemic that took place in early 2020 limited PIS-PK progress. The purpose of this research is to explore the implementation of PISPK. This research uses a qualitative design that uses in-depth interviews and research documents, which were then analyzed descriptively using the thematic analysis method. From the results of this research, four theme clusters were obtained, they are the preparations input of puskesmas, the implementation process of PIS-PK, the obstacles that occurred in PIS-PK, as well as plans and hopes for improving the system. This research concludes that the output of PISPK has not met a national target yet because there were a lot of problems in the PIS-PK execution, which is in its input and process. It is needed to redesign the strategy to improve the future PIS-PK execution, especially in dealing with any problems and obstacles that have occurred, such as funding and records problems; officers’ difficulties; obstacles from society; application problems; and community education problems.
