Abstract

Pada skripsi ini penulis mengangkat permasalahan mengenai implementasi Peraturan Daerah di Kabupaten Nganjuk yang mengatur tentang Kebudayaan Tak Benda. Penulis memilih masalah ini karena kurangnya pengetahuan dan pemahaman masyarakat terhadap budaya asli daerah Kabupaten Nganjuk. Hal ini terlihat sangat miris karena penduduk atau masyarakat seakan acuh dengan budaya daerah mereka. Berdasarkan hal tersebut, skripsi ini mengangkat rumusan masalah; 1.Bagaimana implementasi Pasal 7 ayat 2 huruf (a) Peraturan Daerah Nomor 7 Tahun 2016 tentang Pelestarian Kebudayaan Tradisional Tak Benda di Kabupaten Nganjuk?; 2. Apa hambatan dan solusi dalam implementasi Pasal 7 ayat 2 huruf (a)Peraturan Daerah Nomor 7 Tahun 2016 tentang Pelestarian Kebudayaan Tradisional Tak Benda Untuk Melestarikan Kebudayaan Tradisional? Penulisan skripsi ini menggunakan metode Yuridis Empiris dengan pendekatan Yuridis sosiologis. Persoalan yang terjadi dalam bidang hukum adalah masalah sosial yang memerlukan pendekatan secara sosiologis untuk menganalisa masalah-masalah hukum. Dari hasil penelitian di atas penulis memperoleh jawabanyaitu hampir seluruh lapisan masyarakat tidak mengetahui mengenai adanya wayang timplong sebagai budaya asli Nganjuk. Hal ini disebabkan oleh kurangnya sosialisasi oleh Pemerintah sebagai media dari generasi dahulu untuk selalu menjaga budaya. Sehingga disarankan kepada masyarakat dan pemerintah daerah untuk aktif dalam pemeliharaan kebudayaan dengan aktif mensosialisasikan mengenai budaya daersh sejak dini, hal ini bisa dilakukan mulai dari bangku sekolah hingga diadakannya pagelaran wayang timplong pada hari – hari tertentu.

English Abstract

In this thesis the author raises the issue of the implementation of Regional Regulations in Nganjuk Regency which regulates Intangible Culture. The author chose this problem because of the lack of knowledge and understanding of the community towards the indigenous culture of the Nganjuk Regency. This looks very sad because the residents or the community seem to be indifferent to their local culture. Based on this, this thesis raises the formulation of the problem; 1. How is the implementation of Article 7 paragraph 2 letter (a) of Regional Regulation Number 7 of 2016 concerning Preservation of Intangible Traditional Culture in Nganjuk Regency?; 2. What are the obstacles and solutions in the implementation of Article 7 paragraph 2 letter (a) of Regional Regulation Number 7 of 2016 concerning Preservation of Intangible Traditional Culture to Preserve Traditional Culture? The writing of this thesis uses the Juridical Empirical method with a Juridical sociological approach. Problems that occur in the field of law are social problems that require a sociological approach to analyze legal problems. From the results of the research above, the authors get the answer that almost all levels of society do not know about the existence of wayang timplong as a native Nganjuk culture. This is due to the lack of socialization by the Government as a medium from the previous generation to always maintain culture. So it is suggested to the community and local government to be active in maintaining culture by actively socializing about regional culture from an early age, this can be done from school to holding wayang timplong performances on certain days.
