Abstract

Sistem informasi manajemen ASN adalah sistem informasi yang berbasisi web digunakan untuk mendukung dan mempermudah sistem administrasi kepegawaian di lingkungan pemerintahan. Pada penelitian ini, akan membahas terkait efektifitas Sistem Informasi Manajemen ASN di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia di Kota Malang, dengan fokus penelitian yakni efktivitas dengan melihat dari 2 (dua) pendekatan yaitu: (1) Pendekatan proses, meliputi mekanisme program SIMAS dan partispasi pegwai, (2) Pendekatan tujuan meliputi menciptakan Manajemen ASN yang terkelola dengan baik dan tertata rapi dengan memasukan ke dalam sistem satu data yaitu sistem informasi manajemen ASN dan mendapatkan informasi ASN yang akurat untuk keperluan perencanaan, pengembangan, kesejahteraan dan pengendalian ASN sehingga mendukung kelancaran pekerjaan di bidang kepegawaian. Selain itu di fokus penelitian terdapat faktor – faktor yang menjadi penghambat dan pendukung yakni faktor pendukung meliputi adanya bimbingan teknis dalam pelaksanaan layanan prgoram SIMAS, adanya legislasi yang melandsi prgoram SIMAS, adanya efisiensi dalam layanan kepegawaian melalu program SIMAS, dan adanya kemudahan dalam menggunakan progam SIMAS, dalam faktor penghambat meliputi kurangnya kesadaran dari pegawai untuk melakukaan pembaharuan data dan terjadi kehilangan data atau informasi pegawai ASN. Jenis penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan studi kasus. Hasil penelitian ini menunjukan bahwa program SIMAS belum mencapai tujuannya karena ditemukan penghambat dari berjalannya program SIMAS ini. Saran untuk penelitian ini bahwa pihak BKPSDM lebih giat lagi memberikan motivasi dan sosialisi mengenai program SIMAS dan operator dari program SIMAS lebih aktif dalam mengupdate fitur- fitur yang ada dalam program SIMAS.

English Abstract

The ASN management information system is a web-based information system used to support and simplify the personnel administration system in government environments. In this study, we will discuss the effectiveness of the ASN Management Information System at the Personnel and Human Resource Development Agency in Malang City, with a research focus on effectiveness by looking at 2 (two) approaches, namely: (1) Process approach, including SIMAS program mechanisms and employee participation, (2) The goal approach includes creating ASN Management that is well managed and neatly organized by entering it into a single data system, namely the ASN management information system and obtaining accurate ASN information for the purposes of ASN planning, development, welfare and control so as to support the smooth running of jobs in the civil service. In addition, in the focus of the research, there are factors that become inhibiting and supporting factors, namely supporting factors including the existence of technical guidance in the implementation of SIMAS program services, the existence of legislation that underlies the SIMAS program, the existence of efficiency in staffing services through the SIMAS program, and the ease of using the SIMAS program. , the inhibiting factors include the lack of awareness from employees to update data and there is loss of data or information on ASN employees. This type of research uses a type of qualitative research with a case study approach. The results of this study indicate that the SIMAS program has not reached its goals because it found obstacles to the running of the SIMAS program. Suggestions for this research are that BKPSDM is more active in providing motivation and outreach regarding the SIMAS program and operators of the SIMAS program are more active in updating the features in the SIMAS program.
